Serves as On-site Representative, principal technical specialist, a project manager, or instructor and technical specialist for inspection practices and procedures. Provides Quality Control oversight of contracted work performed on the agency's fleet of aircraft. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex airframe, mechanical components and electrical systems or sub-systems. Applies broad experience and comprehensive technical knowledge of assigned disciplines and specialties (aircraft maintenance), an understanding of new technologies and methods, and FAA policies and programs. lnterprets documentation and other repair manuals to determine standards and policies, and test aircraft functions using diagnostic instruments to ensure standards meet regulatory compliance and that these standards are being met.
Considered a technical expert within organization on airframe, mechanical components and electrical systems and subsystems. Work directly supports the objectives of the organization and the FAA fleet of aircraft. Contacts are both internal and external to the organization. lncumbent may represent the organization as a crew leader, primary technical point of contact on projects, program, and other activities, coordinate and implement plans, and/or to obtain information to resolve aircraft fly-ability or other issues.
Duties include resolving engineering technical issues by applying experience in electronic theory to understand engineering functions and how they integrate, reviewing task cards to determine maintenance requirements due dates, researching supply issues to ensure adequate supplies are available to technicians for aircraft maintenance, tracking technician hours on projects, serving as the crew leader maintenance management systems contact for the sub-team, and troubleshooting aircraft electronic equipment operation and aircraft mechanical equipment operation for testing.
Receives general program assignments from a supervisor or higher level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries, Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. ldentifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules.
Provides guidance, as lead technician, to other technicians and trainees regarding difficult technical or operational issues. Independently resolves all but unique technical problems. Prepares technical documentation related to various functions within the area of responsibility to ensure compliance with federal regulations and FAA policy requirements. lnterprets and adapts technical manuals. manufacturers' instructions, FAA policies and procedures, and other publications. Work is reviewed for compliance with established policies and sound technical and programmatic judgment.
Accompanies aircraft on flight test, when required, to evaluate the mechanical, electrical and/or flight inspection system's performance and perform minor maintenance functions while airborne.
May be physically required to perform heavy lifting and carrying 45 pounds and over, pulling hand over hand, pushing, reaching above shoulder, walking, standing, crawling, and kneeling for extensive periods of time. The employee must at all times observe the highest health, safety standards and comply with environmental factors within the work area. Must be alert to the hazards of working in close proximity of live aircrafts.
May be required to travel up to 75% of time, work rotating shifts to include nights, days and/or weekends, and work in other components of the org or geographic locations.
