Serves as a Telecommunications Specialist within the Telecommunications Operations Team, Telecommunications Services Group, NAS Security and Enterprise Operations (NASEO) Directorate. Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.
Acts as principal technical specialist or project leader in providing oversight of FAA telephone compliance for Telecommunications Services Group. Reviews documentation and proposals regarding future FAA Enterprise Network Service contract as it regards to NAS operational systems and services. He/she reviews highly integrated electronics technology and advanced air traffic control equipment and systems required for establishing and maintaining safe, efficient, cost effective operation of the NAS.
Provides technical experience in providing guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Leads testing, restoring, and/or optimizing NAS and non-NAS facilities. Performs extensive researches and provides complex analysis of technical problems and their solutions. Oversees analysis of NAS performance trends and formulation of solutions.
Applies experience and comprehensive knowledge of technical and analytical work pertaining to the utilization, or modification of telecommunications systems, facilities, services, and procedures; as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Minimizes the impacts to operations resulting from such things as new requirements, technologies, and budget constraints/changes using innovative, cost-effective maintenance approaches.
Oversees risk mitigation strategies for maintenance and project activities within the region.
Applies experience in project management by leading the development of scope, cost estimate, approach, schedule, and resource requirements for assigned projects/programs, and modifies as necessary. Leads complex independent and interdependent electronics studies (feasibility, costing, efficiency). Responsible for highly integrated electronics technology and advanced air traffic control equipment and systems required for establishing and maintaining safe, efficient, cost effective operation of the NAS.
Contacts are internal and external. As a senior technical point of contact on projects, programs and other work activities, he/she is responsible for organizing and attending meetings representing the FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Coordinates with and provides technical recommendations to management and senior officials. Ensures that all stakeholders have input on issues associated with operations.
Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA.
All applicants must demonstrate one-year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade or pay band level. To qualify for this position at the FV-J Band, all applicants must demonstrate one year of specialized experience at the FV-I Band or (FG/GS-13) grade level. SPECIALIZED experience is defined as experience which is in or related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Example of SPECIALIZED EXPERIENCE for this position include, but is not limited to:
