This position is located in the Air Traffic Organization (ATO) System Operations Services, NAS Operations, Operational Readiness Directorate. The mission of Operational Readiness is to build contingency into the culture of the FAA; and the vision is to ensure that all air traffic control facilities in the National Airspace System have viable operational contingency plans (OCPs), that are exercised on a routine basis, allowing for facilities to be prepared for crisis response.

As a Program Manager, he/she has responsibility for the development and implementation of facility Operational Contingency Plans (OCP). He/she applies detailed knowledge of management and program principles to serve as the Contingency Operations Group Manager. He/she manages and directs a geographically dispersed staff consisting of highly technical experts, specialists, and matrixed subject matter experts responsible for building and deploying OCPs and exercises within the Eastern, Central or Western Service Areas. This work is critical to ensure a prepared, effective and efficient response to any type of operational disruption in the National Airspace System (NAS).
Applies detailed knowledge the technical aspect of the work to be directed through the management of a large, multi-level organization typically through subordinate managers. He/she will direct the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Provides strategic planning in the integration of work schedules of multiple projects to accomplish focused objectives.
Provides leadership to staff and manager in the gathering facility data to identify and resolve highly complex issues related to contingency procedures and operational capabilities that affect all organizations throughout the ATO and Federal Aviation Administration (FAA).
Applies detailed knowledge of NAS systems, equipment and facility operations to manage the rebuild efforts of critical facility OCP’s to include a wide spectrum complex elements that are compliant with policy and span across all air traffic domains: air traffic control towers (ATCTs), terminal radar approach controls (TRACONs), air route traffic control centers (ARTCCs), and the Air Traffic Control Services Command Center (ATCSCC).
Ensures preparedness of facilities along with ATCSCC personnel Joint Air Traffic Operations Command - Crisis Action Team (J-CAT) for events ranging from planned & unplanned facility equipment and system maintenance outages, severe weather effects, smoke detection/possible fires, to a catastrophic event that directly impacts a facility and it's support network for extended periods of time. Applies knowledge of quantitative and qualitative techniques to review metrics to measure progress and success, analyze event trends to forecast anticipated NAS disruptions, and conduct "hot wash" exercises after events to enable the evaluation and documentation of lessons learned.
Assesses operational requirements and national program priorities and aligns them to the existing OCP vulnerabilities and risks as they relate to potential Air Traffic Control (ATC) Alerts, Limited and Zero contingency level declarations. This alignment contributes toward enhancing OCP viability and allowing for continuous plan improvements.
As a primary point of contact, he/she represents AJR-X, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures and contingency procedures. Contacts are routinely internal and external. Collaborates with internal and external Agency stakeholders on a routine basis. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions to the major subdivision. Prepares responses and deliverables to Congressional inquiries and OIG and GAO recommendations.
The Director of Operational Readiness typically reviews individual and organizational performance on a periodic basis through organizational performance measures to determine success in achieving planned results. The incumbent has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term objectives) of the ATO.
To qualify for this position, candidates must demonstrate 1 year (52 weeks) of Specialized Experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, Specialized Experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
