This vacancy announcement is open VA-Wide and All Status Eligible; however, first area of consideration will be given to current permanent Robert J. Supervises subordinate Police Officers in the enforcement of Federal and Kansas State criminal codes and Veterans Administration regulations originating in Federal Statues in the physical protection of patients, visitors and employees; the protection of property of the United States Government and personal property on medical center grounds; the protection of the civil rights of all individuals while on federally owned property; determines need for and conducts searches and investigations.
The Supervisory Police Officer works under the general supervision of the Deputy Chief of Police. They plan the daily duty schedules and monthly work roster to meet the overall schedules and operations priorities to ensure an even flow and distribution of work, following station policies, police procedures and security needs. The incumbent is authorized to change Patrol Officers duties to meet changes in workload, manpower, and overtime required to get the job done. The incumbent approves and/or disapproves ordinary annual/sick leave. At each tour of duty, they assign posts to Patrol Officers, informs them of all tasks that need to be accomplished during the shift, addresses crimes committed on the grounds and passes on information on suspicious individuals. Employs police skills and ensures subordinates are conducting vigorous and inquisitive patrol activities which assure random patrol patterns, meet special protective service requirements, and provide maximum visibility in corridors, wards, stairwells, and building perimeters to prevent the opportunity for crimes, such as assaults or the sale, distribution and use of illegal drugs. As an Officer, with prescribed powers of arrest for violations of federal offenses, the incumbent observes all activity occurring on the station and is constantly alert to unusual appearances, practices and appurtenances which deviate from the normal standards of the medical center environment and signal potential harm for patients, employees and visitors. The incumbent conducts crime scene assessments and arrests or directs the arrest of persons who have violated the U.S. Criminal Code. During supervision of medical center police operations, notifies higher authority, the FBI or local police (as appropriate to Federal Jurisdiction) of serious crimes and significant law enforcement actions taken. The incumbent applies attained proficiency in crowd and riot control, bomb threat and search organization procedures, and police skills and knowledge in gathering and preserving evidence, questioning witnesses, and preparing reports of preliminary investigation.
Knowledge required for the position
Incumbent is required to apply detailed knowledge of criminal law, judicial procedures, Federal, State, local and OVA regulations applicable to public and property safety and security. He/she employs advanced police security skills in the development and planning of security measures for station buildings and grounds patrols. As an armed officer with prescribed powers of arrest for violators of Federal offenses he/she must have the knowledge to monitor all activity occurring on the station and be alert to acts of suspicious nature, which may result in theft, burglary, pilferage, assault or other serious crimes. The incumbent must have mastered a major area of security specialization or demonstrated mastery of general security administration programs. He/she must have the ability to use comprehensive knowledge of security policy requirements to function as a technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technologies or procedures.
Specialized knowledge of the principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the VHA health care delivery system. The incumbent must have knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. He/she has the knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in conducting detailed analyses of complex functions and work processes. The incumbent must have broad knowledge of overall Federal government policies, regulations and trends in the areas of personnel, budgeting and management systems as well as an understanding of public and private sector trends in health care, security and emergency management.
