    The position is located in FTA's Office of Administration, Office of Acquisition Management. As a Contract Specialist, the incumbent is responsible for acquisition planning, award, and administration of a variety of contracts in support of FTA’s transit mission.

    As a Contract Specialist you will:

    • Serve as the department focal point for a full range of pre-and post-award contracting activities associated with the acquisition of goods and services, such as acquisition planning, contract negotiation and preparation, administration, and termination, in support of FTA’s mission.

    • Serve as a Contract Specialist for planning the overall approach to meet contracting program objectives for procuring a variety of complex requirements for pre-award and post-award contract functions including negotiation, cost/price analysis, and administration of contracts for supplies and services.

    • Provide business advice and assistance the technical personnel involved in development of the statement of work or data requirements. Reviews procurement requests for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current federal procurement practices and conditions.

    • Advise program office staff with regard to the acquisition plan strategies pertaining to the degree of competition, the contractual methods to be employed to meet program objectives and policy/regulatory requirements, and similar considerations; effectively and efficiently provide contract management support. Provides valid, supportable research analysis from FAR and agency acquisition regulations.
