This vacancy is open to competitive status employees within the Office of Workforce Investment, Employment and Training Administration in the National Office; and CTAP eligibles in the local commuting area.
These positions will serve as Workforce Analysts performing the following duties, or others not included here:
Leads or supports grant and performance management efforts for one or more formula grant programs;
Develops or supports development of ETA program guidance for grants, including identifying key policy issues and the merits of potential solutions;
Supports development of guidance and new Funding Opportunity Announcements that emerge throughout the year including identifying key policy issues;
Leads or supports the development and delivery of technical assistance for specific grants;
Leads or supports OWI efforts to develop guidance on major performance policy questions; and
Analyzes, drafts and provides final responses to individual grants management and policy questions posed by grantees and Federal Project Offices within established timeframes, or supports those who do.

Professional experience in studying, analyzing, and/or advising on the economic, social and/or psychological factors affecting employment and training problems. This experience must have required knowledge of one or more of the following:
IN ADDITION TO THE BASIC REQUIREMENT LISTED ABOVE, APPLICANTS MUST MEET THE FOLLOWING SPECIALIZED EXPERIENCE FOR THE GS-13 GRADE:
Applicants must have 52 weeks of specialized experience equivalent to the next lower grade level of GS-12 in Federal Service. Specialized experience is defined as: 1. Experience analyzing performance data to evaluate program performance and recommend improvements; 2. Experience analyzing and interpreting statutes and regulations to develop policy guidance and program requirements; and, 3. Experience providing technical assistance to grantees on workforce development programs.

Interacts with and presents to managers, grantees and internal and external contacts on workforce development activities to assess their needs, information, or assistance, resolve their problems, or satisfy their expectations
Grant/Project Management: Applies knowledge of Workforce Grant Programs principles, methods and/or tools for developing, scheduling, coordinating and managing Grant funding, projects, and resources and conveying program information.
Research and Analysis: Prepares or participates substantively in the preparation of policy analysis on workforce development programs and issues which have short and long-term implications for improving the quality and effectiveness of training and employment services.
