    Summary

    The incumbent functions as the Manager of the International Integration Staff (AOV-30) in the Air Traffic Safety Oversight Service (AOV). Reports directly to the Executive Director (AOV-1) and fully supports AOV and Aviation Safety (AVS) missions.

    Responsibilities

    The incumbent provides leadership aligning AOV international operations with International Civil Aviation Organization (ICAO) vision through the development of safety oversight program definitions, roles and responsibilities, areas of emphasis, and corporate and individual employee goals and objectives.

    Responsible for proposing, modeling, documenting, tracking, and analyzing international interest and applicability for air traffic safety oversight. The incumbent utilizes in-depth knowledge of international aviation practices and opportunities to inform senior AOV leadership and other stakeholders.

    In particular, the incumbent:

    Applies technical expertise and comprehensive knowledge of international aviation to a range of projects and opportunities for increased collaboration and cooperation with international entities in order to provide expert level advice to AOV and agency senior management.

    Determines need for, then develops, directs, and continuously evaluates international aviation programs and activities that achieve and augment AOV oversight and compliance goals and increasing advisory presence in the international aviation community. Manages and advises on AOV’s relationships with a range of foreign entities including Japan, Korea, Africa, and the European Union in order to ensure compliance with Federal aviation laws, regulations, and/or other mandatory guidelines.

    Provides international policy guidance and background advice to AOV senior management and employees.

    Evaluates data and collaborates with counterparts in AOV, other Aviation Safety organizations, and external entities such as aviation industry stakeholders, other US Government agencies, foreign governments, and the general public.

    Represents the FAA and AOV in relevant meetings with foreign government officials and at international events and conferences.

    Prepares and conducts briefings and presentations to internal and external managers and other employees.

    Communicates the organization’s mission, vision, values and objectives, setting priorities for the staff employees as well as assigning tasks and responsibilities.

    Managerial duties typically affect managers and employees for more than one organizational unit/project/program. Oversees and directs the work of subordinate employees for multiple organizational programs and projects, crossing various disciplines and skillsets within the staff. Managerial duties typically include; strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; mentors, coaches, and guides professional growth and development; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

    Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future.

    May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes.

    Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA. Work frequently affects the internal and external customers of the major subdivision, and often the LOB/SO and the FAA.
