- Participates in procurement planning of highly complex contracts.
- Prepares procurement documents including solicitation packages such as the Request for Proposal (RFP), Invitation for Bid (IFB), Request for Quotation (RFQ), contracts and contract modifications as well as actions under Simplified Acq. Procedures.
- Determines reliable, competent, and capable sources of competition; level or type of competition; most efficient method of contracting; specific terms and conditions, etc., to assure most efficient, timely, and equitable contractual satisfaction.
- Assists the lead negotiator with negotiations with contractors to develop the contract prices and terms.
- Participates in the execution of contracts and modifications to state and local Fair Employment Practices Agencies (FEPA) and the Tribal Employment Rights Organization (TERO).
- Participates in the administration of contracts from the time of award to final closeout.
- Assists with termination proceedings.

QualificationsThis position has a positive education requirement.
To qualify for this position you must meet one of the basic requirements described below.
A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics,
industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS ABOVE, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE AS LISTED BELOW:
For the GS-12: You must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as: Contracting/procurement functions to procure recurring requirements for equipment, supplies or services; developing firm fixed-price or similar well-defined contracts; determining/applying standard clauses or routine stipulations; performing pricing/cost analysis based on available data; interpreting standard information and its impact on the procurement; and, preparing administrative change orders. Utilizing a variety of price/cost analysis techniques involving a wide range of related and possible complex factors; determining the sources to be solicited, preparing applicable determinations and findings, conducting pre-proposal conferences, receiving and evaluating proposals, determining competitive range in negotiations with one or more offerors and preparing award documents; monitoring contract performance and negotiation of necessary contract modifications; and independently making final decisions on contract termination for convenience or default. You must also have a FAC-C Level II Certification.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS- 12 level.
