    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    This position is in the OCCHCO Executive Office, Executive Resources and supports the requirements of the Senior Executive Service (SES), Senior Level (SL), Scientific Professional (ST), Presidential Appointees, Schedule C employees, SES Candidate Development Program, Executive Resources Board, Performance Review Board, and Intergovernmental Personnel Act (IPA) staff to meet the leadership demands for FEMA.  Typical duties include:

    • Assisting with the management of complex studies and projects in Human Resource (HR) management functions relating to Presidential Appointees, Senior Executives, Schedule C employees, experts, consultants and Intergovernmental Personnel Act assignments, SES Candidate Development Program, SES Performance Program, and the SES Biennial Program. 
    • Rendering advisory services and authoritative policy interpretations on the most complicated human resources processes and issues and complex executive resources cases.
    • Implementing policies which become the authoritative basis for the functioning of the executive personnel system.
    • Providing advisory and consultation services addressing effective HR systems alignment in support of agency programs, goals, and mission accomplishment and representation within and outside the Department.
