Enhances the agency’s online research capabilities and use of its digital collections by increasing the use of current digital technologies and identifying emerging digital technologies and methods in librarianship, humanities, scholarship and research. The employee uses judgement in choosing and adapting available guidelines and/or resources and applies them to specific issues related to digital scholarship. Analyzes the information against the issues related to various areas of digital scholarship and makes recommendations for changes.
Gathers information and identifies resources to inspire Library of Congress patrons to consult and use its resources to fulfill their personal goals and aspirations and for lifelong learning. Helps sustain and enhance the Library of Congress's longstanding strengths in digital collections, metadata expertise and long-term stewardship, merging them with research in the digital humanities and digitally-enhanced learning.
Gathers information and identifies services to address changing practices in research. Through partnerships and outreach, facilitates the development of innovative tools and work spaces for individual, community and online-based research. Evaluates tools and technologies and considers different approaches to identify their potential uses in digital humanities and scholarly research. Ensures analytics strategies are consistent with user privacy, open source and open data. Helps provide training, instruction or workshops as needed at the intersection of technology and library science.
Identifies and analyzes technological patterns, trends and needs and develops recommendations to resolve substantive problems of effectiveness and efficiency. Analyzes data, deals with incomplete and conflicting data and provides advice and guidance to management regarding manipulating difficult information. The incumbent keeps the supervisor informed of progress and of potentially controversial matters.
The incumbent uses knowledge of qualitative and quantitative techniques for analyzing andmeasuring the effectiveness, efficiency, and productivity of professional, technical, scholarly or other specialized programs, along with knowledge of the mission, organization, and work processes of programs throughout NDI.
Plans, executes and supports the implementation of professional, technical, scholarly or other specialized programs with minimal supervision and informs the supervisor of potentially controversial findings, issues, or problems with widespread impact.
Analyzes program objectives, strategies and deliverables, gathers resources and facilitates brainstorming sessions with subject matter experts. Ensures that strategic planning evaluations and assessments adequately and effectively address and measure program requirements for ongoing process improvements aligned with NIO's strategic direction. Shares ideas and concepts effectively across diverse interdisciplinary audiences. Researches regulations, guidelines, policy statements and various other documents used as guidelines to determine the relationship between the guidelines and program effectiveness and productivity.
Estimates project resources and budget; manages costs. Creates contracts, MOUs, SOWs and other administrative documentation. Scopes, manages, executes and reports results of projects and initiatives. Extracts and follows up on practical and actionable tasks from program planning stages. Assures the quality of business processes and delivery of services needed to implement programs and functions. Defines and establishes metrics to monitor and analyze program operations and performance. Manages projects while effectively balancing competing priorities and deadlines. Analyzes risk and mitigation, establishes contingency plans and initiates corrective action as necessary. Keeps stakeholders informed of status and issues.
Analyzes technical requirements for projects, develops project plans and provides guidance to team members. Works with stakeholders and end-users to design user interfaces, review and analyze functional requirements, and recommend the best approach for implementing the application within the technical environment. Coordinates and facilitates activities relating to the preparation of testing and implementation plans. Develops procedures to increase the flow of information and overcome obstructions in program operations and processes. Identifies weaknesses, recommends a more efficient process and develops plans to implement improvements.
