    Summary

    This position is located in the Directorate for Human Capital and Resource Management (HCRM), which is responsible for human capital, security, correspondence, facilities, property, parking, supplies, equipment, acquisitions, contracts, and financial resource management for the OUSD(C). The incumbent provides central resource management, analysis, and support to the OUSD(C) by managing the Defense Travel System (DTS) operations, formulating and executing the budget, accounting for resources.

    Responsibilities

    Your typical work assignments may include the following:

    • Develops detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum and the President's Budget.
    • Performs budget formulation procedures/processes involving independent assessments and preparation of detailed analysis, budget estimates, special reports and other documentation for the OUSD(C) budget.
    • Creates and approves with proper separation of duties, financial documents in the accounting system of record to execute budget operations.
    • Performs OUSD(C) accounting records review analysis, researches, to collect and updates relevant data and documentation and maintains documentation for audit purposes.
    • Communicates with financial servicing and contracting offices to expedite processing on all spending actions to avoid lapse in operational support.
    • Administers and manages the Defense Travel System (DTS) for the OUSD(C).
    • Develops local business rules in accordance with the Joint Travel Regulations (JTR) to ensure standard implementation of the DTS and the JTR and to provide accountable officials with complete and accurate information and guidance for reviewing and approving DTS documents.
    • Performs all DTS maintenance to include running daily, weekly, and monthly reports to ensure documents are approved and customers are ticketed; reconciling monthly obligation amounts; and reviewing and maintaining routing list as personnel arrive or depart, employee profiles, user permissions, lines of accounting for sufficient funding.
