Performs various support functions related to the cultural resources program of Region 10 - California-Great Basin.
-Prepares, reviews, or oversees cultural resource sections for Reclamation’s National Environmental Policy Act compliance documents, such as categorical exclusions and environmental assessments.
-Assists members of the cultural resources branch in conducting field inventories and evaluations of identified properties to meet Reclamation needs for identification and evaluation of cultural resource properties affected by its actions.
-Prepares site records, cultural resources reports, and geographic information system graphic products either, as assigned, or to assist others in the cultural resources branch to document the above studies. The incumbent develops recommendations regarding the treatment of historic properties affected by Reclamation projects, as assigned by the Regional Cultural Resources Officer. Develops and provides GIS mapping support to the Cultural Resources Branch, including production of maps, processing of data collected in the field, storage of data, conversion of digital data in various formats, and the conversion of maps from analog to digital form through the use of appropriate hardware and software.
-Reviews and comments on contractor archeological reports and other documents to ensure that such products meet Federal and Reclamation standards, as assigned by the Regional Cultural Resources Officer.
-Assists in the Cultural Resources Branch's data management, as assigned by the Regional Cultural Resources Officer.
-Coordinates or collaborates with archeologists of private industry and other agencies, as well as State Historic Preservation Officer (SHPO) and the Advisory Council of Historic Preservation (Council), in accomplishing various program functions, as assigned by the Regional Cultural Resources Officer.
-Prepares Section 106 compliance correspondence to meet Section 106 compliance responsibility for appropriate Indian Tribes and the SHPO and possibly the Council for projects as assigned by the Regional Cultural Resources Officer.

Selective Placement Factor: Following the Secretary of the Interior’s Guidelines for Archaeology and Historic Preservation, this position requires a graduate degree (e.g., master's or higher), in the subject matter discussed under the minimum education requirement. Minimum Education Requirement: Applicants must meet the Basic Education Qualification Requirements listed below:
A. 1. Education: A degree that included 3 semester hours each in the following course areas:
- History of archeology;
- Archeology of a major geographical area such as North America or Africa;
- Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development;
- Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques;
- Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual fieldwork.
AND
Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying;
AND
Archeological field school.
OR
2. Related curriculum: A degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school).
OR
B. Combination of education and experience: A combination of education and experience which includes college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.
OR
C. Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree OR equivalent master's or graduate degree.
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-09: Experience applying cultural resources management concepts, principles, laws, and procedures related to cultural properties; assisting in field work investigations to collect inventories and evaluations of cultural properties; preparing and reviewing cultural resources compliance documents. These examples are not all inclusive.
Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
