EXECUTIVE ROLES AND RESPONSIBILITIES: Serves as a key advisor to the Director with responsibility for participating in major decisions and general management of FHFA. Provides strategic and operational expertise to the Director.
Oversees the management of assigned organizational unit and/or program area, directing and coordinating the implementation of programs and policies for assigned functional area. Analyzes the implications and impact of current and proposed policies, programs, and practices, with broad discretion to approve courses of action and resolve concerns of major significance.
Establishes objectives and goals in support of the Agency/organization's mission and strategic/operating plans. Develops short- and long-term plans and establishes priorities for the organization. Plans and manages resources with accountability for achievement of organizational goals and objectives and for overall Agency results.
Analyzes and recommends solutions for complex legal and factual questions concerning the interpretation and application of statutes, regulations, policies, actions, and legal instruments as they apply to internal FHFA decisions, policies and programs.

Serves as a senior advisor to the Director, providing advice as a technical authority on complex, mission critical areas where topics
have little or no precedent and broad implication.
Description of Organization(s)/Programs Managed and Reporting Structure: Serves as the Director of the Office of Equal Opportunity and Fairness (OEOF); provides day-to-day guidance and supervision to the Director of Equal Employment Opportunity (EEO) located within the OEOF; and manages and oversees Anti-Harassment and Alternative Dispute Resolution (ADR) professionals and programs. Reports to the FHFA Director.
Functional Roles and Responsibilities Specific to This Executive Position: Provides support and guidance to the OEOF staff and executives throughout the Agency on EEO, ADR, anti-harassment, and fairness programs, policies, and guidelines.
Oversees a comprehensive EEO and ADR program evaluation system for FHFA that includes on-site program evaluation, analyses of required narrative and statistical reports, comparisons of objectives and accomplishments, and identification of program status.
Ensures the Agency complies with federal laws related to equal opportunity, anti-harassment, dispute resolutions, and access.
Manages the application of the ADR program. Evaluates and implements improvements to the ADR program components, policies, and resolution offerings.
Assesses the ADR and anti-harassment programs against established metrics and identifies key analytics to measure the effectiveness of program efforts and recognize opportunities for improved program performance.
Acts as an impartial broker for the discussion, mediation, investigation of EEO, non-EEO, fairness, and harassment matters. Applies evaluative and analytical techniques for ascertaining relevant facts for effective analysis, mediation, and resolution of a variety of disputes.
Asserts professional in-depth knowledge of the laws, rules, and regulations pertaining to the Federal administration of disputes.
Manages and provides technical guidance for resolving complex complaints, allegations of harassment, and issues related to fairness.
Develops congressional responses addressing constituency inquiries in references to employee fairness matters.
Works with Agency leaders and employees to create an environment where all employees are treated fairly and equitably, and can participate fully in all benefits of employment.
Prepares matters for decisions by the Director, carrying out efforts to implement plans, policies, and programs, as well as completing ad hoc assignments as needed.
