EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will provide supervisory oversight for a staff that performs work involved in managing and collaborating with other entities in the coordination of emergency response resources in dealing with intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. The work requires knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, local, tribal, territorial, non-governmental organizations, and private sector, and their response mechanisms and authorities. Typical assignments include:
Determines the appropriate methods of best accomplishing branch goals and objectives.
Establishes project and planning priorities and determines which projects to initiate, modify, delete or postpone.
Provides direction and oversight of activities and programs supporting operational planning efforts; or designing, conducting and evaluating exercises that validate operational plans.
Coordinates intra- and inter-agency operational planning or exercise initiatives to achieve unity of effort across the federal response and recovery enterprise.
Plans and establishes an organizational analysis program that encompasses extremely large, difficult and diverse projects dealing with catastrophic planning or exercises for a major agency component.

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.
To qualify for this position at the GS-15 level (starting salary $142,701) and you possess the following: One full year of specialized experience at the GS-14 level that demonstrates the following: 1)Managing or leading a planning (operational or exercise) team for the development of crisis plan initiatives and 2) Handling response and recovery disaster comeback scenarios or 3) Developing and conducting evaluation exercises to validate policies, plans and capabilities in and during disaster responses.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
