    The FRTIB is looking for a highly qualified and motivated individual to serve as an Information Technology Program Manager (System Administration).

    This Job Opportunity Announcement (JOA) may be used to fill other Information Technology Program Manager (System Administration), GS-2210-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

    The major duties of the position are:

    • - Develops short and long-range end-user systems and services management strategic plans in alignment with Office and Agency strategic plans.
    • - Establishes best practices selection and review procedures to ensure appropriate system-wide use of COTS systems and software.
    • - Develops end-user systems and services performance metrics for development and service delivery.
    • - Participates in Agency IT initiative planning, development, and implementation.
    • - Develops and administers Service Level Agreements (SLA's) for end-user systems and services.
    • - Reviews system validation and verification, testing and user acceptance testing.
    • - Develops and oversees effective operational measures to enhance configuration management flexibility to adjust to changing needs and priorities of the Agency.
    • - Establishes and oversees development and maintenance of policies and procedures to ensure the integrity and traceability of the Agency's end-user systems and services portfolio.
    • - Coordinates work with other Agency IT personnel to establish and maintain a seamless and cohesive architecture.
    • - Serves as supervisor for End-User Systems and Services on an ongoing basis and as acting Branch chief in the absence of Branch Chief, as designated. Attends meetings, provides input for reviews and evaluates work assignments, provides expert advice and counsel to branch and program staff.
