Industrial Security Integration & Application (ISIA)
ISIA provides headquarters support to the field operations and cleared industry in the areas of industrial and personnel security policy, adjudication of Foreign Ownership, Control or Influence (FOCI) and implementation of FOCI countermeasures, and administration of international programs. ISIA coordinates with senior members of foreign civilian and military organizations who represent more than 65 foreign governments that are signatories of Bilateral Security Agreements for the timely and secure international movement of both U.S. and foreign classified information. ISIA also exercises authority and responsibility for central operational management of the Department's Personnel Security Investigation (PSI) workload projections, tracks program performance for Industry and DoD components, monitors PSI funding, and provides analytical support to DCSA and other DoD offices.
Business Analysis and Mitigation Strategy (BAMS) Division - Business Analysis& Mitigation Strategy highlights vulnerabilities to the defense industrial base through its mission of identifying foreign ownership, control, or influence (FOCI) within cleared U.S. contractors and mitigating risks associated with foreign ownership, control, or influence (FOCI) in the National Industrial Security Program. Mitigation Strategy negotiates contractual agreements that require FOCI companies to acknowledge and mitigate those risks.
DCSA is under Defense Civilian Intelligence Personnel System (DCIPS); all Defense Intelligence positions under the DCIPS are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service. Non- DCIPS applicants selected for a DCIPS position must acknowledge in writing, prior to actual appointment to the DCIPS position, that the position for which he or she has been selected is in the excepted service and covered by DCIPS.
This position may be filled at either GG-03, GG-04, GG-05, GG-06 or GG-07 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
