    This position is located in the IMLS, Office of Chief Financial Officer (OCFO). The incumbent is responsible for the full range of pre- and post-award contracting and acquisition processes. The incumbent directs acquisitions from clarifying description of requirements through analysis, negotiation, contract delivery and administration. The incumbent reports to the Supervisory Contracting Officer in the OCFO.

    If selected for the Contract Specialist position, the incumbent will be responsible for cradle-to-grave contract activities for actions typically under the commercial item threshold. The incumbent will work collaboratively with IMLS staff to procure supplies and services that may require specialized provisions, terms and conditions, and advises technical personnel on the development of their requirements document. Typical work assignments include:

    • Prepares solicitations with performance work statements, response instructions and evaluation criteria.
    • Issue request for quotations, technical implementation of contracts/purchase orders, and blanket purchase agreements.
    • Monitor contract performance
    • Review submitted quotations and make award recommendations
    • Determines cost effectiveness and compliance with legal and regulatory requirements
    • Perform contract performance evaluations, address contract delinquencies, and responds to staff questions.
    Performs other duties as assigned.

    Responsibilities will increase and assignments will become more complex as your training and experience progress.
