The position is in the Bureau of Labor Statistics (BLS), Office of Prices and Living Conditions (OPLC).
1. Explores and evaluates advanced proposals in the field of mathematical statistics in order to satisfy program and mission objectives and to resolve
unusually critical and severe problems. Evaluates mathematical-statistical trends and adopts the more promising approaches for achieving highly significant
advancements in operational and mission requirements. Assesses and demonstrates the effectiveness of new mathematical-statistical concepts and
ideas for achieving OPLC mission and goals.
2. Oversees the development and maintenance of sampling systems, including sampling design, creation of sampling frames, sample allocation, and sample
selection.
3. Researches, develops, implements, and evaluates complex sample and survey designs for Price Programs, including measurement and evaluation of
trade-offs between various sampling methods and sample allocation methods in order to reduce the mean squared error of survey estimates. Prepares technical
statements of statistical findings, evaluations, and recommendations regarding survey design processes.
4. Researches, develops, implements, and evaluates methodology to estimate index measures of the price change and to determine measures of quality of these
index estimates. Conducts research to develop and evaluate index estimators, relatives, and weights and their respective variance estimates. Prepares
technical statements of statistical findings, evaluations, and recommendations regarding estimation processes.
5. Writes computer programs or utilizes software packages as tools for statistical and technical analysis. Develops and executes programs to extract data from
BLS Price Program surveys and databases for statistical analysis purposes. Uses the PC and mainframe computer, software packages, databases and other
computer resources of the Bureau. Writes computer programs using Bureau approved software. Performs tasks related to programming, development,
acceptance testing, implementation, monitoring, and maintenance of systems. Documents results using Bureau-approved software documentation procedures.
6. Provides technical direction and works with Program Office, Field Office, and Systems and Procedural staffs to identify, develop and plan changes in
operational procedures necessary to implement new methodologies to improve Program quality. Develops, analyzes, and evaluates Program procedures for
quality improvement projects to provide for continuous improvement of the Program.

Minimum Qualifications: Candidates must meet one of the Mathematical Statistics Basic Requirements AND the GS-14 Grade-level Requirement listed below to qualify. See the Required Documents section for submitting necessary proof.
I. Mathematical Statistics Basic Requirements:
One of the following (A or B):
A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
NOTE: Courses acceptable toward meeting the mathematics course requirement of A and B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent in scope and responsibility to at least the next lower grade level (GS-13) in the Federal Service. Specialized experience is defined as extensive experience leading efforts in the field of mathematics and statistics, and have included the application and/or research of mathematical and statistical concepts, theories, methods, and techniques. Experience indicators at this level include ANY of the following:
Processing and Estimation: Leading statistical processes for weighting data and/or addressing sampling error or non-sampling error (i.e. non-response error or response error).
Sampling: Leading the development of aspects of new methods and/or techniques for either of the following two activities: (1) identification of the sampling unit and gathering and preparing sampling frames OR (2) selection of a sampling method to draw samples from a sample frame, such as, probability sampling e.g. probability sampling may include utilizing cluster, simple random, proportional to size, stratified, systematic, or a combination of sampling methods (i.e. multi-stage sampling).
Analysis: Lead author for methodological and/or technical papers that explain statistical findings or statistical evaluations.
Evaluation: Leading the planning, coordination, and execution of statistical studies. Statistical topics may have included, but are not limited to the following: evaluating new sampling techniques, analyzing frame data, evaluating alternative estimators, evaluating alternative variance computation techniques, testing better approaches for obtaining survey data, evaluating non-response bias, evaluating seasonal adjustment procedures, evaluating imputation procedures, researching regression trees and estimators, OR statistical requirements/specifications for systems development and/or testing.
Education may not be substituted for experience at this grade level.
