This is a non-bargaining unit position and is located at the SBA Office of Entrepreneurial Development in Washington D.C. Serve as the Deputy Associate Administrator (DAA) of the Small Business Development Centers (SBDC) program. Work under supervision of the Associate Administrator for SBDC (AA/SBDC). Provide support to the AA/SBDC to advance the SBA mission through the deployment of the national SBDC program via cooperative efforts with federal and private sector resources.

The SBDC program is a highly flexible program that provides customized entrepreneurial development services, focusing on business counseling and training activities at its core. SBDCs are in every state and U.S. territory and are housed in a variety of locations on the campuses of post-secondary educational institutions, within state governments or as stand-alone service centers. Each SBDC works with a common goal to meet the needs of their local entrepreneurial community.
Duties include, but are not limited to:
Share the responsibility of executive leadership with the AA/SBDC for the SBDC program at the national level, including development and deployment of a strategic vision, goals and priorities for the program that align with the overall mission and goals of the Office of Entrepreneurial Development (OED) and the SBA.
Provide leadership and guidance for day-to-day operation of the SBDC Program, including supervision and oversight of the staff.
Oversee the implementation of the multi-million-dollar SBDC Program; direct the development of internal and external budget; advise on the resource needs and allocation for the SBDC program; assist in the design and implementation strategies to strengthen and expand the program's capabilities and investments.
Assist the AA/SBDC in all phases of the management of the SBDC program making recommendations regarding proposed legislation, regulations, policies and procedures; oversee and develop record keeping as well as the analysis of the data, metrics, reports, and presentations to develop metrics, goals, and outcomes by which to effectively evaluate the innovations, activities and performance of the SBDC network.
Oversee the preparation of reports to inform program leaders within OED; leaders across the agency; White House officials; Congress; congressional committee staffs; Office of Management and Budget (OMB); and other federal agencies; stakeholders and interested parties of the accomplishments of the SBDC Program.
Represent SBA leadership to entities with oversight and resource utilization in connection with highly sensitive and potentially controversial management and administrative matters that affect the SBDC office or the agency as a whole.
Provide executive leadership and demonstrate both strategic and analytic skills in the areas of budget management, human capital management, acquisitions management (including grant and contract making activities) and technology management.
