Responsible for assisting the management staff in program planning functions, including: procurement duties such as micro purchases and assisting in acquisition/procurement training, developing budgetary estimates and
justifications, supporting the assessment of program performance and ensuring compliance with the GPRA Modernization Act of 2010.
Serves as a Contract Officer Representative (COR) with responsibility for ensuring contractors meet contractual commitments. Interpret regulations, statutes, and policies related to procurement activities and appropriations law.
Uses automated acquisition management systems (AAMS) to generate, amend, modify, and track a variety of procurement actions such as micro purchases. Systems may include but are not limited to; Electronic Procurement System (EPS), Federal Procurement Data System (FPDS), New Core Financial Management System (NCFMS), FedBizOps, FedBid, and other procurement systems.
Manage complex contracts that involve varying degrees of risks. Responsibilities include, but are not limited to, the following: monitors the day-to-day administration of the contract and maintains a separate complete file ( e.g., reports, approvals, certifications, telephone conversation records, memorandums of record, and/or correspondence) for each contract that can be easily audited or accessed as necessary in order to facilitate contract review, evaluation, and closeout.
Provides direct support to ODEP's components in planning, developing and carrying out a broad array of assignments in the areas of procurement and finance, budget development, program planning, and program evaluation.
Supports ODEP's strategic planning function by coordinating with the Program Analyst responsible for the budget the provision of advice to develop and implement procurement, financial and performance management processes.
Provides technical assistance and direct support to ODEP components, CORs, and Project Managers when participating in or conducting reviews of grantees and contractors, and supports financial and grants management oversight of ODEP programs.
Provides sound technical advice and guidance to the contractor and/or Contracting Officer (CO) and ensures timely progress of contract performance by inspecting, accepting, and rejecting deliverables to ensure scope and terms of the contract are met.
Participates in a variety of DOL-wide or government-wide task teams, often serving as leader of such groups.
Authors and edits various written correspondence and documents, such as Standard Operating Procedures for procurement and non-procurement functions within the Administrative Services and Financial Systems Division.
Develops and prepares special reports and analyses in response to requests from high-level staff.
