Duties include but are not limited to the following:
Advises medical center managers/supervisors on Office of Personnel Management (OPM), Veteran Administration (VA) laws, rules, regulations and policies on issues involving Recruitment and Placement, Position Classification/ Position Management, Salary/Wage Administration, Employee/Labor Relations, Employee Training and Development, and other related functions. Serves as full advisor and consult to Executive Leadership Team (ELT) members, service chiefs, managers, senior staff and supervisors by providing technical advice and guidance on HR Management principles, techniques, acceptable practices, statutory, regulatory, and procedural requirements. Participates with senior management in the facility's annual budget review after VISN allocation to determine each service's needs and authorized FTEE. Directs a complex HRM Program that performs technical, administrative, protective, investigative and professional work that impacts the VAMC facility enterprise to provide high quality health care services to veterans. Directs various human resource services provided to a workforce that includes employees in several pay systems and hiring authorities (including wage grade, Title 5, Title 38, Hybrid Title 38, and non-appropriated funding sources). Manages a HR program comprised of a combination of major program areas (such as recruitment, placement and staffing, pay administration, employee processing and benefits, labor relations, employee relations, employee benefits, classification and position management, workers' compensation, etc.). Establishes and communicates performance expectations for staff through the formal performance management system. Directs administrative services (personnel) which support and directly affect hiring mandates set by the VISN and staffing operations. Provides and directs the development of a wide range of reports and data. Serves as designated point person or expert in HR related discussions and concerns for Human Resources staff, Medical Center Senior leadership, managers, supervisors and staff, VISN 6 Network staff, VACO Office of Human Resources staff, Local and District Union representatives, Staff Attorneys assigned to the Regional Counsel's office, Office of Inspector General's staff, Office of Resolution Management counselors, and Regional Director and staff attorneys with the Federal Labor Relations Authority. The incumbent performs other duties as assigned.
