Applies experience and advanced knowledge of human resource management laws, policies, rules, regulations and best practices in locating and identifying best-qualified candidates for vacancies through competitive and non-competitive processes.

Provides comprehensive, in-depth management advisory services for the full range of staffing, recruitment, and classification/job documentation programs for assigned organizations.
Counsels applicants, employees, supervisors, and managers on a variety of recruitment, staffing, classification, and/or compensation issues.
Analyzes duties and responsibilities of individual positions to determine the proper pay plan, title, series and grade level IAW appropriate standards, guides, and precedents.
Reviews position documents for appropriate title/series/level/band and provides comments or recommendations to managers and supervisors.
Plans, coordinates, and implements approved reorganizations.
Demonstrates considerable independence in planning time and assists the manager, team leader and/or project leader to plan and utilize assigned resources to accomplish work activities. Acts as an individual contributor and as a member of a team in the performance of assigned duties/responsibilities. May perform some leadership functions for small projects or other work activities.
Work is reviewed periodically, typically at major milestones and at completion for compliance to policy, time to hire metrics, and goals/objectives for accuracy of personnel transactions.
