    The Deputy Assistant Secretary for Regional Affairs (DAS RA) position is within the Economic Development Administration (EDA) and a Senior Executive Service (SES) position.  The Deputy Assistant Secretary for Regional Affairs is responsible for the overall development, direction, management, and implementation of EDA-wide programs.

    Responsibilities

    The Deputy Assistant Secretary for Regional Affairs is responsible for the overall development, direction, management, and implementation of EDA-wide program, policies, procedures, and guidance that comply with legislation, regulations, Secretarial directives, and OMB circulars and executive orders, including those related to environmental protection; advancing management and policy priorities; and/or assisting EDA in implementing the recommendations of OMB, the GAO, and the OIG.

    The incumbent performs the following specific duties:

    The Deputy Assistant Secretary for Regional Affairs provides oversight of the Regional Office to ensure EDA-wide consistency in grant development, vetting, evaluation and selection, as well as the efficient management and administration of EDA grants throughout EDA’s Regions.

    Oversees the Economic Development Integration and Disaster Recovery Division which manages the integration business practice and EDA’s disaster recovery activities.

    Leads, and coordinates taskforces comprised of Headquarters’ and Regional Office staff for the purpose of disseminating and adopting best practices; developing and implementing standardized operating procedures; streamlining grants management and administration procedures; and/or developing the programmatic requirements for information technology systems and upgrades.

    Responsible for executive level direction and oversight of EDA-wide strategic planning efforts, special initiatives and supplement appropriations for disasters and other emergencies and internal management controls for grants management and administration.


    Implementing the recommendations of OMB, GAO, and OIG. Coordinates, reviews, and prepares EDA’s official response to formal reports and audits received from the OIG, GAO, DOC, and others, as required, and directs the development and implementation of a program performance analysis, measurement, reporting system, the integration of this system with EDA’s strategic planning and operations management system.

    Working in concert with the Chief Financial Officer/Chief Administrative Officer, to ensure that program performance evaluation systems and activities ae fully integrated into budget justification and executive activities.

    50% or less - Travel to all Regional Offices.
