    Incumbent applies experience and advanced knowledge of engineering principles, theories, and concepts to managing complex FAA enterprise portfolios that result in the deployment of operational improvements and sustainment into the National Airspace System (NAS) with limited direction from a team leader. You will collaborate with other NextGen Organization stakeholders and other FAA lines of businesses to deliver changes to the NAS.

    The Incumbent is responsible for participating on complex activities in support of vital strategic investment decisions. In partnership with management and a senior level team lead, you are outcome driven; and will ensure that NextGen commitments are progressing as planned, identify potential acquisition risks/solutions and communicate effectively and reliably to FAA Senior Leadership via the senior leadership governance structure. As such, you are expected to explain, advocate and express factual information that determines what NextGen commitments can be achieved and prioritize the direction of complex investments, program allocations and project initiatives.

    You will also engage within the NAS Lifecycle Division and across a range of FAA organizations to ensure the "system of systems" integration and cross-agency program planning and execution required to successfully implement the operational improvements in various portfolios.

    The incumbent will use knowledge of engineering principles and systems engineering skills to provide direction for technology and concept maturation plans within the portfolio to address technology gaps. The incumbent will participate in the evaluation of technical progress from projects within the portfolio to determine the plans for follow-on engineering work, including technology transfer of the results. These analyses will consider feasibility, technical merit, and integration of concepts. The incumbent will identify, retrieve, analyze and organize data required to support their own decision making, as a portfolio manager, as well as decision making at higher levels with

    minimal direction from a manager, team leader or more experienced engineer. Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach, or to recommend new approaches.

    Assignments require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past.

    Provides recommendations to improve work processes. Incumbent will identify portfolio gaps and facilitating timely resolution of issues, as well as preparing and delivering reports, briefings, and support materials as necessary. Incumbent provides the necessary portfolio plans and performance reports to communicate resource allocations and support agency NextGen decision-making.

    The Incumbent reviews emerging NAS concepts proposed for allocation to your portfolio, and provide analyses, recommendations and alternative approaches as appropriate to ensure NAS/Portfolio integration feasibility. As appropriate, convenes expert panels to independently review and assess risks and trades associated with proposed capability implementation approaches. Evaluate portfolio execution risks, resource plans and critical dependencies and initiates mitigation actions to ensure critical operational improvements and/or capabilities are delivered in accordance with agency plans and commitments.

    The incumbent will provide day-to-day leadership and direction to determine effective policy, integration plans and transition approaches to achieve results. You are expected to build and maintain positive working relationships internal to the FAA and with Industry and other Government stakeholders. In this position, you are authorized to help develop guidance and recommend direction for the Agency to execute all elements within the portfolio.
