    This position is located within the U.S. Department of Education (ED) in the Office of the Commissioner (OC) in the National Center for Education Statistics (NCES),

    Institute of Education Sciences (IES).  The incumbent of this position serves as a professional statistician (education) reporting to the Commissioner.

    This announcement is only open to current Institute of Education Sciences (IES) employees of U.S Department of Education serving under competitive, permanent appointments or current Institute of Education Sciences (IES) employees serving under temporary appointments with reinstatement eligibility.

    As a Senior Statistician, GS-1530-15, the incumbent performs the following duties;

    -Serves as the lead NCES COR (Contracting Office’s Representative), using experiences as a senior statistician in contract development and oversight. Relies on cross-functional contract management experience and knowledge of IES/NCES programmatic needs and contract requirements.

    -Provides technical and administrative direction and assistance in contractual arrangements to ensure contractor operations are responsive to the statistical requirements of NCES. Prepares and instructs others in the preparation of Requests for Proposals (RFPs).

    -Responsible for integration of contract performance metrics, cost improvement processes, resource development and management milestones for assigned projects and contracts; and prepares, staffs and conducts briefings to senior level officials.

    -Oversees the process of selecting contractors in ESSIN (Education Statistical Services Institute Network), including establishing selection criteria, reviewing proposals, participating in selection panels, and negotiating the award of the contract.  Manages the annual renewals of on-going task-orders; monitors the contractor’s compliance with project and budget requirements.
