The primary purpose of this position is to serve as the budget analyst and consultant for the management and administration of all budget programs within the organization. The incumbent performs routine, continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization's support activities and organizational components. The incumbent performs duties necessary to accomplish budget analyst and management functions and provides customer service in support of financial management (FM) programs. The work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.
(1) Serves as the functional point of contact for day-to-day budget/financial issues.
(2) Performs budget formulation work involving review and preparation of budget estimates and financial plans.
(3) Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
(4) Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information.
(5) Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments.

Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Must submit ERB or DA Fm 2-1.

Federal employment suitability as determined by a background investigation.
Required to submit a Financial Disclosure Statement upon appt and annually.
Required to complete Level 1 and/or 2 FM Certification within 24 months of appt.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
CONDITIONS OF EMPLOYMENT:
This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

DESCRIPTION OF WORK: The primary purpose of this series is to provide management oversight and guidance to the budget formulation and execution process. Budget analysts, assigned to line program offices, often advise managers on the preparation, documentation, and submission requirements for budget requests; the relative costs analysis and benefits of alternative program plans; the allotments and
sub-allotments of funds for distribution to program managers; the propriety of obligations and expenditures check results; and, provide guidance concerning the legal and regulatory aspects covering the use of funds. The positions perform work that requires a range of competencies in regard to budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices. In accordance with the policies and assigned responsibilities, the series GS-0560 Budget Analysis qualification requirements and procedures are established to support and align with the DoD Financial Management (FM) Certification Program. Reference DoD Instruction 1300.26, "Operation of the DoD Financial Management Certification Program", members of the finance workforce are required to participate in the Certification Program that directs certification levels and continuous education and training studies. The certification requirements are conditions of continued employment for financial management workforce employees. Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment; and, employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period.
GENERAL EXPERIENCE:
Must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Must possess at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures; have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures; have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; and must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case he/she must complete the certification in the original 2-year period.
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
