Executes in-depth data analysis and integration and is able to provide explanations regarding the data. Must be detail oriented. Possess the ability to integrate data across multiple organizations. Complete tasks in a timely manner; prepare and present clear and concise financial and non-financial information consistent with the targeted audience, up to and including presentation at the CFO or Deputy CFO level. Work closely with the Customer Relations and Business Development branch and support staff, technical staff, functional departments, operational staff to ensure accuracy and coordination of requirements, data collection, and cost proposals.
Applies experience and comprehensive knowledge applicable to the development and/or validation of cost models for multiple and varying service areas within the ESC to ensure full cost recovery, perform pricing, for various service areas and create budget forecasts along with variance analysis. Service areas include hosting, application service, help desk, telecommunications, information systems security and financial services. Supports the generation of work instructions for pricing. Reviews and analyzes labor and contracts, and compiles cost data. Analyzes estimates of labor, material, equipment, and other direct costs, analyzing estimates against previous cost experience and recommends adjustments, also prepares cost volumes. Participate in pricing review with upper management. Utilizes processes and tools that result in compliant/quality pricing proposals. Provide Information Technology (IT) cost transparency through the establishment of activity based costing processes that enable full cost recovery and transparency to customers while improved planning capabilities and enhancing IT decisions through a comprehensive understanding of IT costs and performance drivers. Creates and tracks agreement documents: Franchise Agreements, lnter-agency/lntra-aqency agreements (IAA), statements of work (SOW), and Service Level Agreements (SLAs). Develops and tracks cost and performance indicators against SLAs/SOWs.
Participates in the development of annual budgets by customer and major object class. Applies comprehensive knowledge in: maintaining and monitoring the execution of funds expended and the revenues received; accuracy and validity of lines of accounting; resolves discrepancies in accounting data and identifies trends and problem areas. Conducts internal business process reviews, develops reports, and implements organization changes to more adequately reflect the financial data needed for sound management decisions. Leverages expertise of franchise fund, working capital, or other revolving funds to develop internal procedures for the organization’s business processes.
Independently plans time. Makes optimal use of resources to complete activities within established schedules. Resolves most problems and work issues without the assistance of a manager or more experierienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of the project or other work activity. Ability to think critically in order to actively and skillfully conceptualize, apply, analyze, synthesize, and/or evaluate information.
Contacts are internal and external. May act as a point of contact to provide advice and guidance on the application of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to develop new approaches. Assignments regularly require the interpretation of internal and external policies and extrapolation from precedents.
