This position will be assigned to the Air Force Services Center located on Kelly AFB, in San Antonio TX .

Serves as training instructor for the AFNAFPO training and certification program. Serves as instructor for the Internet Based Purchasing System (IBPS) training program. Develops curriculum, implements, and conducts NAF Purchasing courses for eligible personnel. Works independently to develop criteria, evaluate, and modify existing lesson plans and develop new courses. Coordinates with bases and conducts educational needs and interest surveys, develops programs determined necessary, and recommends program changes as needed. Conducts AFNAFPO contract training programs for all eligible NAFIs. Issues and monitors NAF contracting officer warrants. Provides assistance with NAF contracting policy. Maintains currency in developments in the education field and NAF policy and procedures; updates information as changes occur. Assists in the development of guidance materials to explain regulatory and policy changes. Schedules office personnel in career or educational development. Briefs Services personnel and other DoD components on AFNAFPO programs, policies and procedures. Prepares and issues solicitation documents, selects appropriate clauses, ensures clear and complete specifications with well-defined statements of work and award factors. Negotiates prices, terms, and conditions. Determines responsiveness and responsibility of offeror. Prepares award documentation and serves as contracting officer.
