Provides expert strategic guidance in developing and coordinating FS documents. Directs the gathering of information for FS publications in consultation with subject matter experts throughout the Agency. Reviews work products, and provides guidance to less experienced staff; also, may lead project teams. Serves at the key advisor on matters relating to composition and/or production of FS publications. Applies comprehensive knowledge of the major FS business objectives, detailed understanding of the principles of management and strategic planning, and the ability to integrate the work of the FS divisions to accomplish mission objectives.
Analyzes current guidance documents and processes focusing on a continual improvement concept.
Provides expert guidance internal and external to the FS organization in the production of documents and addresses complex issues that often cross multiple projects, programs, and/or functional areas. Identifies problems and recommends solutions to all levels of management.
Acts as liaison for contracts that produce FS publications ensuring the efficiency of the final products.
Expert knowledge of the principles of program management. Comprehensive knowledge of problem-solving techniques and methodology for developing improved procedures. Analytical skills in evaluating and developing policies and procedures. Mastery of the principles of "completed staff work" and effective writing and briefing skills used in developing proposals for new policies/procedures for selling these recommendations and for writing or analyzing evaluation reports. Knowledge and experience regarding the Flight Standards goals, programs, policies, plans, organizations, and functions. Personal judgement, initiative, and tact to accomplish often critical and sensitive work. Unusual ability to evaluate complex management problems with consistent objectivity and to provide practical, sound recommendations. Ability to understand and apply effective team leadership and work. In-depth knowledge of a broad array of Flight Standards technical and management programs.
As a recognized authority, incumbent operates with maximum independence and full responsibility for all functional duties of the position. Typically, work is reviewed at completion to ensure success in achieving planned organizational results. Broad discretion is used in all program areas and ensures alignment of organizational goals and objectives.
Programs/Projects are generally interrelated. Decisions by incumbent frequently include the assessment of unusual circumstances, using incomplete or conflicting data. Incumbent serves at the team leader responsible for assigning segments of program to various members of the team, coordinating the efforts of the group and consolidating findings into a completed project.
Work may involve all organizations and levels for the Flight Standards Service and fully supports accomplishment of the Agency's mission. The programs/projects affects a wide range of activities that improve the efficiency and productivity of the organization.
Contacts are with FAA Management, employees or groups in the immediate organization, field facilities, and with outside organizations such as consultants and contractors. Contacts are generally with people whose roles and authorities differ extensively. The purpose of contacts includes, but is not limited to: influence management to accept recommendations pertaining to assigned program areas; justify and negotiate projects and program operation and/or accomplishment; gaining compliance with organizational requirements. Incumbent may encounter resistance due to such issues as organization conflict, competing objectives, or resource problems.
Established policies and guidance provide the guidance for addressing most issues, and the development of new approaches may also be used ensuring compliance with federal principles, policies, and methods.
To qualify for the FG/GS-14 you must demonstrate in our application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized Experience may be described as: Experience identifying and analyzing program issues and program accomplishments; applying analytical skills to gain efficiencies in administrative and management programs; developing recommendations to meet objectives or to resolve problems of effectiveness and efficiency of work operations in program areas; recommending improvements to operational procedures and standards.
