AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD:
AREA 1: All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA 2: All drill status/M-day personnel in the Alabama Army National Guard.
AREA 3: All U.S. citizens or individuals eligible for membership in the Alabama Army National Guard.
(1) Reviews, analyzes and interprets supply directives and procedural instructions as necessary to render assistance support to the MTA and supported units. Develops, establishes and insures publication and distribution of MTA SOPs for procurement, storage, issue, and return of MTA property and equipment. Acts as technical advisor to the MTA Manager on logistical matters and problems. Controls and administers stock fund activities. Responsible for the operation of a logistics support operations center.
(2) Responsible for the operation of general supply and warehousing activities to include; MTA property book management, housing and billeting, ammunition, POL, medical, cantonment, subsistence, special services and recreation. Responsible for fiscal management and budget of operational requirements. Responsible for physical security in accordance with AR/NGR 190 series. Insures that there is an effective safety program in the logistics areas.
(3) Directs activities pertaining to property accounting, supply economy and records maintenance. Directs activities concerned with salvage and protection of storage. Initiates and coordinates instructions to insure the training of personnel in logistics functions. Responsible for the preparation and timely submission of a variety of reports.
(4) Formulates all MTA logistical directives, menus, maps, overlays and telephone directories for all training periods. Responsible for the preparation of SOPs, correspondence, requisition follow-up, invitation to bid and local purchase.
(5) Establishes procedures for the inventory of subsistence and ammunition at the close of each annual training period. Establishes procedures for final inventory of all material at the close of the training season. Reports excess materials to the logistics division, USP&FO for disposition. Responsible for the periodic inspection and maintenance of material in storage, to help eliminate deterioration and waste. Establishes procedures for the systematic issue and turn-in of property at the beginning and closing of each training period.
(6) Responsible for the orderly issue and turn-in of cantonment area buildings, facilities, and equipment. Manages funds for procurement of logistical and administrative supplies for the MTA. Responsible for the operation of transient officers billets and mess, and for cash collections.
(7) Supervises directly or through subordinate supervisors, FTTD, permanent, temporary, and part-time personnel. Coordinates with Supply Officers and other authorized personnel from organizations utilizing the training site. Plans and schedules work assignments. Trains new personnel on current procedures and job responsibilities. Assigns and explains work requirements. Instructs subordinates on difficult work operations and reviews completed work. Prepares operating instructions. Interviews personnel and makes selections. Establishes performance standards and completes or reviews performance appraisals of subordinates. Responsible for determining leave schedules for all personnel assigned. Recommends personnel actions such as recruitment, reassignment, promotion, change of position description, etc. Implements and promotes personnel management programs such as equal employment opportunity, incentive award programs
or position management.
(8) Performs other duties as assigned.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Military Requirements: Military skill set is determined by MOS requirements. GENERAL EXPERIENCE: Experience, education, or training involving knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training determining the suitability and usefulness of storage facilities. Experience advising, resolving problems and planning for anticipated changes. Experience determining objectives and setting priorities. Experience preparing and installing simplified methods and new or revised procedures in a distribution or storage facility. Experience analyzing surveys and providing technical assistance in determining the use of storage areas and the allocation of storage space.
Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
