    • Reviews management decisions affecting changes in policies, procedures, and methodology, to assure intended and consistent interpretation and compliance by command elements.
    • Provides direction and advice to Major Subordinate Commands, District Offices, and other field activities in areas of planning, contractual strategy, and execution of their acquisition programs.
    • Resolves acquisition compliance problems, develops required response or corrective action and provides advice and guidance on acquisition matters to command activities.
    • Evaluates, controls, and recommends disposition of matters such as protests against awards, reports of procurement management reviews, inspections, investigations, audits, Congressional inquiries and reports of irregularities and deficiencies.
    • Writes white papers, information papers, and position papers, and prepares oral presentations of findings.
    • Ensures policies, procedures, and regulations as in compliance as pertains to funds management, reasonableness of price, negotiation, formal source selections, contract disputes and use of socioeconomic programs.
    • Assures Districts, Center Contracting offices comply with Federal, Department of Defense (DA), Army, US Army Corps of Engineers (USACE), and PARC procurement policies, regulations, and directives.
