    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    The ideal candidate for this position has 5+ years of experience working in program management, human capital planning and communications. The successful candidate will possess a Program Management Professional certification or is a Certified Associate in Project Management. Possession of a first level (e.g.,  Associate) degree from an accredited college/university. Strong strategic and analytical thinker who is able to structure and drive multiple strategic workforce programs/deliverables in collaboration with HR and business executives. Superior business and financial acumen; strong relationship management skills, including proactive partnering and consulting, with proven ability to collaborate with and achieve results with others. Ability to independently draft and present executive level deliverables and strategic recommendations. 

    In this position, you will support the HARNESS Program, which enhances human capital processes to achieve hiring targets, effectively leverage strategic recruiting processes, efficiently hire, effectively develop, retain and improve productivity. Typical assignments include:

    • Formulating, organizing and monitoring inter-connected projects;
    • Deciding on suitable strategies and objectives;
    • Coordinating cross-functional project activities; and,
    • Developing and monitoring deadlines, budgets and activities.

    Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
