    The position serves as the Director, Do Not Pay Business Center within Debt Management Services (DMS), Bureau of the Fiscal Service (FS).

    Responsibilities

    As a Program Manager, you will:

    -Provide executive leadership, direction, and oversight to the division responsible for the privacy-related and data-sharing policies and programs and system policies and operations of the Do Not Pay working system (web-based portal), a centralized data-matching and data-sharing service that assists Federal and state agencies reduce, detect and prevent improper payments. To include: (i) operational resiliency; (ii) risk management; (iii) incident management and reporting; (iv) budget and contracts; (v) systems development and operations; and (vi) data designation requests per IPERIA, data procurement, governance, privacy and implementation;

    -Provide direction to the division responsible for implementation of innovative program engagement activities and research methodologies to (i) increase the effective use of the Do Not Pay working system (web-based portal) functionalities, (ii) increase the use of the centralized data analytics service in order to assist with the reduction, prevention and detection of improper payments, and (iii) continually enhance and develop all services to meet the evolving needs of high-risk Federal and state improper payment programs;

    -Provide direction to an analytics project team, comprised of data scientists and analyst, resident at the Federal Reserve Bank to (i) develop auditable and repeatable data governance processes, (ii) initiate advanced analytics projects to assist customer agencies identify improper payments and develop preventative analytics strategies such as risk modeling; (iii) test data quality and pilot data use with customers to determine viability of including new data sources into the web-based portal; and (iv) test and develop advanced data matching activities that can be operationalized within the web-based portal.

    -Provide direction to the development and implementation of privacy-related policies and procedures for Do Not Pay customer data access including Computer Matching Agreements.

    Occasional travel - 1-5 nights per month.
