Applies experience and advanced knowledge of human resource management laws, policies, rules, regulations and best practices in locating and identifying best-qualified candidates for vacancies through competitive and non-competitive processes.
Provides comprehensive, in-depth management advisory services for the full range of staffing, recruitment and classification/job documentation programs for assigned organizations.
Counsels applicants, employees, supervisors and managers on a variety of recruitment, staffing, classification and/or compensation issues.
Analyzes duties and responsibilities of individual positions to determine the proper pay plan, title, series and grade level in accordance with appropriate standards, guides and precedents.
Serves as the liaison between client organizations and the Shared Services Center (SSC) by researching and coordinating technical requirements to ensure personnel actions are researched and coordinated with customers before forwarding to the SSC for final action. Ensures personnel actions are annotated with the appropriate data elements, nature of action, legal authority, pay and remarks; collects/analyzes data and information concerning time to fill metrics and accuracy of personnel actions.
Develops and delivers briefings, status reports and correspondence to managers and/or employees to foster an understanding of policies, procedures and recommendations.
Assists the manager, team leader and/or project leader to plan and utilize assigned resources to accomplish work activities .
To Qualify for the FV-F:
To qualify for the FV-F (FG-5-9) you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level.
