    WHAT DOES A PROGRAM ANALYST DO? As a Program Analyst, you will be responsible for reviewing, analyzing and assessing LITC grant applicant’s or LITC grantee’s program plan and budget for compliance with guidelines set forth. The analyst may also work with the Payment Management System, Grant Solutions and other grant management oversight and reporting systems to assist with grantee oversight and assistance. The analyst may work alongside other LITC employees and management on studies/projects monitoring LITC grantees.

    As a Program Analyst, you will:

    • Represent the LITC program for which you are responsible in the performance of a variety of assignments and contacts with representatives of other Government agencies and clinical programs;
    • Serve as a liaison between the LITC Program Office staff and assigned clinics;
    • Ensure understanding and consideration of the National Taxpayer Advocate policy and views as implemented by the LITC Program Office as well as your assigned clinics' perspective in interactions at various levels;
    • Actively assist in the implementation of the LITC Program Office’s administrative, management and technical decisions and ensure accomplishment of the desired results;
    • Analyze proposals directed to your assigned program for approval, design or review, and develop recommendations for consideration and action as well as alternate proposals;
    • Perform independently, or provide leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects;
    • Collect, analyze and consolidate data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives;
    • Manage the full range of technical, operational, and administrative issues that exist within clinic operations including supervising, guiding, coordinating, planning, developing, and implementing effective resolutions and/or corrective measures;
    • Analyze program areas to discern trends in LITC program delivery, to measure effectiveness in meeting baseline, or to determine the degree to which program goals support strategic initiatives;
    • Review and assess the impact of new regulations relative to your assigned programs or systems on the clinics processes or systems;
    • Direct and conduct on-site visits to clinics to evaluate effectiveness and review compliance with LITC program goals and objectives, and applicable regulations and statutes. Identify complex procedural or systemic issues impacting clinical operations;
    • Negotiate the implementation of recommendations or corrective actions to those issues.
