AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITION:
AREA 1: All permanent Alabama Army National Guard civilian excepted technicians currently employed.
1. Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Assists in the inspection and classification of ammunition throughout the state. Provides input regarding causes of ammunition un-serviceability and takes appropriate action when ammunition deterioration is found to be other than "fair wear and tear". (25%)
2. Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. Sets up and operates specialized Ammunition Peculiar Equipment (APE). Validates material to assure compatibility of explosive items. Spot checks ammunition accountability, and stock accounting procedures. Participates in required quarterly inventories. Conducts causative research by identifying material with lost identifications or found on post through verification inspection. Researches through data bases to identify lots and dates of arrival. Conducts compliance inspections on units at an Ammunition Holding Area (AHA), individual unit field AHAs and at unit locations if required. (25%)
3. Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation and/or reports. Initiates and maintains inspection reports, publications, and files. Verifies all services' suspension and restriction notices. Records inspection results to the Depot Surveillance Record (DSR) in the Munitions History Program (MHP). Assists in gathering information for the preliminary malfunction report noting all facts pertinent to this malfunction. Confers with Quality Assurance Specialist Ammunition Surveillance (QASAS), Ammunition Officer, or other experts to arrive at probable cause for the malfunction and makes recommendation on suspense action. Exhibits an in-depth knowledge of ammunition administrative procedures as outlined in Department of the Army (DA) regulations, pamphlets, and other applicable regulations. (25%)
4. Assists in the National Level Ammunition Capability (NLAC) resupply and excess management process as required. Receives shipments of all types of ammunition. Inspects conveyances carrying incoming/outgoing ammunition for damage, proper lot numbers, compatibility of contents, and compliance with directives and regulations. Performs damage-in-transit inspection. Partners with appropriate personnel to ensure route is established and documented; assures the load is compatible and properly blocked and braced for transportation and that all hazardous material manifests, firefighting instructions, vehicle placards, vehicle inspection reports, issue documentation, etc., has been properly prepared. Oversees or participates in preparing items for transport or shipment. (15%)
5. General knowledge of ammunition processes, regulations, and inspection requirements. Develops technical expertise through schooling, technical publications and personal experience of ammunition processes, regulations and inspection requirements. Assists with inspections and audits. Knowledge of basic computer programs. Ability to utilize computer skills in the research of munitions. Acquires a working knowledge of ammunition management systems to include Standard Army Ammunition System-Modernization (SAAS-MOD), Munitions History Program (MHP), Training Ammunition Management Information System (TAMIS) and NLAC. Develops training modules and blocks of instruction to train, re-train and maintain a ready force. Responsible to interpret drawings, prints, schematics, and specifications. (10%)

MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership. Military Requirements: Military skill set is determined by MOS requirements. GENERAL EXPERIENCE: Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.
SPECIALIZED EXPERIENCE: Must possess at least 12 months experience in the following tasks: Experience or training handling and the ability to learn how to destroy explosives and toxic materials; follow safety procedures in the handling of ammunition,explosives and toxic materials. Experience which demonstrates the ability to use radial monitoring instruments, photographs, chemical analyses and x-ray equipment.
KNOWLEDGE, SKILLS, AND ABILITIES:
--Knowledge of various codes of federal regulations (Department of Transportation (DOT) and Occupational Safety and Health Association (OSHA).
--Ability to respond to unforeseen or emergency situation and be able to make immediate responses to emergency situations, determine the correct course of action to mitigate the problem.
--Knowledge of ammunition/explosives technical references, procedures and policies, materials handling equipment, and lifting gear, rail and truck characteristics/capabilities.
--Ability to interpret and apply load drawings technical inspections procedures, publications, specifications and technical drawings pertaining to ammunition/explosives.
--Ability to research, interpret and apply all technical information necessary to inspect each specific ammunition and explosive item, component and specialized packing material.
--Ability to read and comprehend technical orders, technical manuals, schematics, blueprints, and drawings, as well as communicate orally and in writing to brief and provide training.
--Knowledge of the safety precautions and procedures necessary to be taken with the variety of A&E worked on.
--Knowledge of detonation and burning methods and procedures for the destruction of A&E.
--Knowledge of product specifications, standards, and associated requirements for preservation, packing, shipping and storage to ensure product quality, safety, and protection of the environment.
--Ability to recognize the various munitions and explosives so as to apply the proper procedure for inspecting.
--Ability to recognize weather and other conditions that affect explosive operations and to select the alternate procedures necessary under such conditions.
--Knowledge of operating procedures and safety regulations and procedures applicable to firing range activities.
--Skill in the operation of the full variety of machines and tools in operations.
--Skill in the maintenance and minor repair of machines, tools, and equipment used in ammunition maintenance.
