This Job Opportunity Announcement (JOA) may be used to fill other Interdisciplinary (Statistician/Economist), GS-0110/1530-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
This position is part of the Agency's Business Intelligence Division, and is the subject matter expert for statistical models and studies in the agency. Workload is diverse, supporting internal business operations as well as larger participant focused studies. Position designs, improves, and maintains predictive models to support the retirement outcomes for the vast majority of federal civilian employees and new uniformed services members.
The major duties of the position are:
- Provides expertise and skill in planning, conducting, and advising on research efforts that involve establishing new and innovative approaches for data collection, analysis, modeling, and the development of findings and recommendations that involve a wide range of issues that directly affect the accomplishment of FRTIB strategic goals and objectives;
- -Deriving data from probability samples;
- Responsible for establishing general data collection specifications that translate into detailed, practical plans for data collection and for the design, size, and characteristics of the probability sample to ensure reliability of the data.
- -Constructing and refreshing models in a current state by altering formulas/code to
provide analytic and projective information about the economic aspects of the retirement industry and defined contribution plans and general and the TSP specifically.
- -Analyzing findings, evaluating the econometric limitations of available data and specifying the range of logically possible explanation of the findings.
- -Providing original thinking and creativity in the development of financial/economic plans, designs for predictive analysis and when necessary.
- Identifying, analyzing, interpreting, synthesizing, and projecting the movements and relationships among the many forces that affect behavior.
Occasional travel - You may be expected to travel for this position.

QualificationsTo qualify for this position applicants must meet the Basic Requirement and the Specialized Experience as described below.
Statistics Series 1530:
A. Basic Experience/Requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Economist Series, 0110:
A. Basic Experience/Requirements: Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience
Examples of qualifying experience include:
1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.
Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS- 13, in the federal government. Specialized experience is defined as: Experience which involves identifying and analyzing internal and external, structured and unstructured data, such as demographic and transactional data, economic data, performance measures for key operational processes and cost data associated with those processes in order to translate that data into meaningful information to promote the Agency's understanding of demographic and behavioral patterns and the defined contribution or retirement industry..
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
