This position is located in the Operations Flight of an Air National Guard (ANG) Rapid Engineer Deployable Heavy Operational Repair Squadron Engineers (RED HORSE) squadron. This is an Air National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to direct and supervise full-time activities of the Operations and Engineering Flights and Base Civil Engineering. This is an interdisciplinary engineer position. The nature of the work is common to architecture or several engineering disciplines. The duties assigned to this position can be classified in any of the following architecture or engineering occupational series: General Engineering, GS-0801 (this includes Architectural and Construction Engineering); Architecture, GS-0808; Civil Engineering, GS-0810; Environmental Engineering, GS-0819; Mechanical Engineering, GS-0830; Electrical Engineering, GS-0850. The position will be classified to the occupational series of the incumbent selected at the time that the position is filled.
1. Supervises, through subordinate supervisors, a work force of technical engineers, an architect and highly skilled supervisory and non-supervisory personnel having divergent occupational specialties and representing a wide range of grades.
2. Plans, organizes and directs facility planning and public works architect and engineering activities and wing/unit/RED HORSE-wide responses to natural disasters, terrorist attacks and fire response services in accordance with USAF directed concept of operations.
3. Reviews mission change documents, program guides, regulations and directives, and determines engineering requirements for the construction, alteration, modification, repair and maintenance of all supporting facilities and infrastructure to provide the wing with the capability for accomplishing the unit mission, (i.e., provide for the training of the Squadron to achieve combat readiness).
4. Advises RED HORSE Commander and a variety of inter-governmental regulatory agencies on all activities within the scope of the assigned functions.
5. Coordinates construction and civil engineering activities, advises RED HORSE commander and staff personnel on construction and maintenance programs.
6. Reviews mission change documents, program guides, regulations and directives, and determines engineering requirements for the construction, alteration, modification, repair and maintenance of all buildings, hangars, nose docks, shops, utility plants, ramp areas, roads and grounds, etc.
7. Directs and assures submissions of detailed specifications and related engineering and cost data to the wing/unit/RED HORSE Contracting Officer or to the United States Property and Fiscal Officer on capabilities required of contractors and related essential data pertaining to wing/unit/RED HORSE and Base administered contracts. Reviews abstracts of bids, analyzes capabilities of contractors and recommends selection of contractor for award of contract.
8. Serves as the RED HORSE Base Fire Marshal and exercises full federal authority over the fire protection program.
9. Serves as the RED HORSE Commander's representative at meetings and conferences with the National Guard Bureau, Headquarters Air Force, and Air National Guard; other federal agencies such as the Corps of Engineers, OMB, FAA, EPA, state, local government and civil bodies, as well as private agencies.
10. Performs other duties as assigned.

GENERAL EXPERIENCE: Your Resume must list some experience in each of these areas: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Quality of Experience - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
Military Requirements - Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.
*Other Requirements - For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
