As a UAS OPERATOR (INSTRUCTOR), GS-2101-11, you will serve as a member of a UAS mission crew. As assigned, you will operate the mission planning system. Perform software loading and configuration. Enter and verifies the mission waypoints and parameters. Perform preflight inspections. Ensure that proper preflight checks are verified in accordance with operator manuals and checklists. Complete engine start and systems checks, ensuring that the engine, related systems, and equipment are operating properly. Responsible for radio communications. Tune the system radios and monitors assigned frequencies utilized during the mission. Perform assigned launch and post-launch procedures in accordance with appropriate operator manuals and checklists. Operate the aircraft in Knob Control. Change heading commands to meet mission waypoints, adjusts controls for winds, adjusts airspeed commands to meet time-over-target (TOT) requirements while staying within operating parameters. Perform fuels management procedures. Perform Flight Utilizing Automatic Flight Modes. Perform all emergency procedures described in the operator's manual or checklist. Perform Tactical Automated Landing System (TALS) Recovery procedures. Monitor flight instruments during static target tracking operations to ensure the UA is responding appropriately to airspeed, altitude and heading inputs. As assigned, operate the mission planning system. Perform preflight inspections. While the radio communication is primarily the aircraft operator's responsibility, if two simultaneous frequencies are being utilized, monitors the second frequency keeping the AO of any actions or communications conducted on the assigned frequency. Perform assigned launch and post-launch procedures in accordance with appropriate operator manuals and checklists. Perform target tracking procedures and operates payload to acquire mission essential data. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

INDEFINITE: Currently employed permanent technicians retain their permanent status and will occupy this position as a Permanent Promotion or Reassignment. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Applicant must indicate at least 36 months experience, education, or training arranging or procuring transportation for personnel, cargo or freight. Experience in non-routine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.
- Knowledge of the assigned unmanned aircraft's capabilities, handling characteristics, and limitations to actively participate in mission planning meetings and to safely launch, operate, and recover the UA during assigned missions.
- Knowledge of military and civilian airspace and aircraft separation requirements, restrictions, and limitations to operate the UAS in airspaces controlled by military and Federal Aviation Administration air traffic controllers.
- Skill in operating the UAS payload equipment which includes, but is not limited to day cameras, electro-optical/infrared sensors, synthetic aperture radar, airborne standoff minefield detection systems, etc.
- Skill in operating both the aircraft and payload equipment in all types of terrain and climate conditions during both daytime and nighttime operations.
- Ability to assess student operators' strengths and weaknesses to adapt instructional assignments to meet each student's training needs and thus enhancing the overall training experience.
- Ability to understand the military decision making process, how to determine from a military operations order the specified and implied tasks, and the critical information gathering requirements.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
