As a Training Officer , you will:
Defines, plans, develops and implements administrative, personnel, controls, work methods and procedures for PIH HQ and field organizations nationwide.
Prepares oral and written reports and presentation; prepares graphs and charts that presents clearly, concisely and effectively analytical results of evaluations and studies performed; provides staff support for formal presentations.
Prepares, collects, and analyzes training needs. Determines appropriate training delivery strategies and resources needed. Determines appropriate training delivery strategies and resources needed. Identifies training needs and mechanisms through traditional classroom methods with vendors as well as through distance learning methods in consultation with the HUD Training Academy using alternative instructional methods such as computer-based training, video productions, self-instructional programs, and other relevant job aids.
Provides management oversight regarding the development and delivery of training opportunities and activities for intermediaries in conjunction with HUD training. Ensures coordination on delivery of training and serves as liaison with outside organizations to include academia and professional development entities.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. PIH’s mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD’s Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes:
-Administering and carrying out program training activities of an organization; AND
-Designing training modules, setting up meetings and conferences, and negotiating and preparing either, grants, cooperative agreements or contracts; AND
-Analyzing, evaluating and recommending solutions to complex policy/program issues.
Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
