Current and former HQ IMCOM NAF Employees; Current eligible HQ IMCOM Appropriated Fund Employees. Must be currently residing within commuting distance of Ft. Sam Houston, Texas.
Administers, plans, and manages information technology projects for the organization. Conceives, tests and implements new initiatives and projects to strengthen, facilitate, and integrate systems that support the organizational mission. Develops analyses, written reports, and recommendations for senior management on complex program related information technology issues. Identifies tools and techniques to resolve system issues. Provides expert technical advice for the implementation, maintenance, enhancement, and coordination of online systems. Documents system processes, develops technical memorandums, and manages training or retraining requirements for IT staff at all levels of the organization. Leads a team of Application Developers and System Administrators that are responsible for realizing enhancements, improving processes, and ensuring reliability of organization's systems. Applies security best practices to ensure the security and integrity of systems throughout the System Design Life Cycle (SDLC). Interprets and implements Federal and DoD IT policies and requirements and participates fully in maintenance of the organization's net worthiness. Performs the administrative and human resources management functions relating to subordinates. Establishes guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management systems. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Develops purchase requests and serves as the Contracting Officer Representative (COR) for contracted IT services.
1. Progressive experience in IT fields which provided the ability to manage IT operations across a large organization or enterprise in the areas of planning, administration, managing IT projects and developing analyses, written reports and recommendations for senior management on complex program related IT issues.
2. Knowledge of business and management principles involved in strategic planning, resource allocation, cost/benefit analysis, leadership technique, and coordination of people and resources.
3. Supervisory experience to include hiring, performance management, employee discipline, and dispute resolution.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following disciplines: Computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management.
In addition to the above, candidates must possess IT-related experience equivalent in scope and complexity to the next lower grade level to include:
Attention to detail- The candidate is thorough when developing IT solutions, policy proposals, and analyses. The candidate is able to anticipate the third and fourth order of consequences of decisions and recommended courses of actions.
Customer Service -The candidate possesses the skills and abilities to work with external and internal customers of the organization. Demonstrates the capacity to assess needs, respond effectively, satisfy customer expectations, and/or resolve customer problems.
Oral Communication -The candidate delivers information such as proposals, formal presentations, technical guidance, and discussions in a clear and concise style. Makes convincing oral presentations, actively listens, and is able to converse effectively with diverse audiences.
Problem Solving - The candidate is able to identify a problem. Apply experience, knowledge, and judgment to evaluate alternatives then propose a recommendation or effect a solution.
