The incumbent is responsible for developing and evaluating all aspects of Executive Operations Branch activities to effectively meet program goals and objectives and maintain consistency. Incumbent is given wide latitude in using his/her own professional engineering knowledge, independent judgement and initiative to accomplish work requirements. This position participates in the development, and implementation of engineering specific analytical studies and results that responsive to AIR needs, by applying a knowledge of aerospace engineering, data analysis, and implementing changes. This includes skills aerospace engineering principles, mathematical, statistical modes, and methodologies for analyzing aircraft certification work. Applies experience and advance knowledge of aerospace engineering principles, theories, and concepts, as well as knowledge of new analysis techniques and methodologies, to solve complex problems and to develop recommendations to improve efficiency and effectiveness of aircraft certification service, as well as plan and carry out the implementation of new initiatives, revised policies, procedures, and processes. The incumbent analyzes and monitors the quality of existing engineering data sources against engineering data gathering requirements, including evaluation of where more innovative data capture methods could be adopted, and oversees the development of recommendations for improvement. This applies to all aircraft certification offices as they relate to aircraft design, manufacture, modification, and maintenance. Supports the development of training materials, guides, and operating procedures to educate and onboard AIR employees in all aspects of AIR's engineering related data analysis work. Serves as point of contact for outside evaluations of programs performed by the Office of Inspector General (OIG), General Accounting Office (GAO), Department of Transportation (DOT), AVS, or Office of Personnel Management (OPM). Contacts are internal and external. May act as a key technical point of contact for assigned activities. Serves as primary interface for Strategic Planning and Change Management, Standardization & Evaluation, and Executive Operations Branches, as well as other Divisions/Directorates (as appropriate). Oversees reviews work of, and advises others to achieve technical objectives. The incumbent will be required to keep management advised, and ensure goals and objectives are achieved by working through others. Keeps abreast of developments, latest trends and new theory through literature research, contacts with other engineers and scientists and attending technical conferences. Provides ongoing evaluation of engineering related quality, effectiveness, and efficiency, and advises analysts on their associated projects accordingly, Negotiates with individuals or groups to reach clear and common understanding of issues and potential resolution of problems.
In addition to the above duties, the incumbent performing at the FV-J level serves as the Branch Manager's representative and oversees other analysts. Maintains knowledge of existing engineering based analytical studies across AIR divisions and directorates, and advises management of project status and respective processes, as well as benchmarking industry and/or federal government best practices in order to develop AIR best practices for engineering related data analysis and associated program execution. Incumbent will be required to keep management advised, and ensure goals and objectives are achieved by working through others.
Basic Requirements: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,
Alternative Requirements: Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Specialized Experience: In addition to the basic requirements, all applicants must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level in the Federal government. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
