These positions are in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Information Solution Division, Business Operation Branch located in Kansas City, Missouri or Washington DC.
- Develops and maintains information technology acquisition packages and contract administration files. Serves as a liaison to FPAC officials in addressing IT contracting needs.
- Guides the design/enhancement and development of new IT acquisition artifacts, processes, and approaches.
- Administers IT contracts using established and new processes and techniques to enhance the innovation and efficiency of the information technology portfolio.
- Researches specific problems identified in information technology contract administration and develops solutions. Immediate solutions and decisions are made on priority contracts to ensure prompt delivery of time sensitive services.
- Guides and implements solutions to maintain a balance between portfolio efficiency and internal controls to adequately manage fund integrity, capital planning visibility, and governance oversight of the information technology portfolio.
- Applies standards and procedures, new or improved methods and techniques to information technology contracts in resolution of unique and unusual situation.
Occasional travel - You may be expected to travel for this position.

QualificationsFor this position, individuals must have IT-related experience demonstrating each of the four competencies listed below.
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
For the GS-11 Level: One full-time year of Information Technology Specialist specialized work experience equivalent to the GS-9 grade level in the Federal service or private sector. Specialized experience is defined as knowledge related to information technology, financial management, or federal contract administration that demonstrates application of business analysis concepts and methods, demonstrates management of routine business data used across multiple functions or customer bases, assist in developing business analysis methods and procedures, resolves reoccurring issues and problems, and communicates audience-appropriate information to functional and technical audiences.
Applicant must have 3 full academic years of progressively higher level graduate education or a Ph.D., or equivalent doctoral degree i.e., LLM from an accredited college or university with a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
For the GS-12 Level: One full-time year of Information Technology Specialist specialized work experience equivalent to the GS-11 grade level in the Federal service or private sector. Specialized experience is defined as experience related to information technology, capital planning, budgeting, financial management, or federal contract administration that demonstrates application of business analysis concepts and methods, demonstrates management of complex business data used across multiple functions or customer bases, develops business analysis methods and procedures, identifies and resolves issues and problems, and communicates audience-appropriate information to functional and technical audiences.
Selective Placement Factor: Must be a current certified Contracting Officer's Representative certificate (FAC-COR) from the Federal Acquisition Institute (FAI).

Time in grade:
