As a Contract Specialist for the Colorado State Office Branch of Business Services, you will:
* Review procurement requests for completeness; ensure that proper specifications or purchase descriptions are included in solicitation documents; obtain additional information from requesting offices when necessary; and, determine appropriate contract type and method of procurement (formal advertising or negotiation) based on nature of service required urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations;
* Prepare Invitations for Bid (IFB) or Requests for Proposal (RFP), ensuring that technical descriptions and appropriate contract clauses are included. Coordinates contracting activities with other Government agencies and responds to inquiries from bidders;
* Perform analysis of responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation, and probability of meeting requirements;
* Evaluate prospective contract price utilizing price analysis techniques to analyze price proposals for reasonableness and fairness; and,
* Monitor contract performance through telephone conversations, e-mail and other correspondence, site visits, inspections, progress reports, and analysis of contractor metrics for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, and other requirements stated in the contract.
* Compile procurement data, solicit awards, administer contracts, and obligate funds.
BASIC REQUIREMENT: This position has a positive education requirement which requires that you have a bachelor's degree in any field -OR- at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
You will need to clearly state your undergraduate/ graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
Exceptions to the basic requirement: The basic requirements listed above apply only to individuals entering GS-1102 positions on or after October 1, 2000.

To qualify for the GS-09 grade level, you must satisfy one of the requirements described below:
(1) EXPERIENCE: In addition to meeting the basic requirement, you must have one year of specialized experience equivalent to the GS-07 grade level. Specialized experience is experience that demonstrated a comprehensive knowledge of contract / procurement duties. Examples: under direct supervision, perform cost analysis, contract administration and close out for a variety of well-defined and well precedented supply, service, equipment, and/or construction contracts; performing recurring assignments to procure supplies or services through formal advertising or through limited use of negotiated techniques.
(2) EDUCATION SUBSTITUTION: You must have two full academic years of progressively higher level graduate education or master's or equivalent graduate degree related to Contract Specialist duties.
(3) COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of two years of graduate study leading to a master's degree. The total of the two percentages must equal at least 100 percent.
To qualify for the GS-11 grade level, you must satisfy one of the requirements described below:
(1) EXPERIENCE: In addition to meeting the basic requirement, you must have one year of specialized experience equivalent to the GS-09 grade level. Specialized experience is defined as working as a contract specialist responsible for performing all aspects of contracting transactions from initiation to recommendation of award. Duties include the procurement of a variety of supplies, services or construction for several activities.
(2) EDUCATION SUBSTITUTION: You must have three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to Contract Specialist duties.
(3) COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of two years of graduate study leading to a master's degree. The total of the two percentages must equal at least 100 percent.
NOTE: In order to substitute graduate level education for specialized experience, your major study must have been in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(1) This position has been designated as an acquisition position and is covered by the Federal Acquisition Certification - Contracting (FAC-C) program. Work requires the appropriate FAC-C certification, and the employee will be required to maintain certification, through appropriate training, within established guidelines.

(3) Incumbent is required to file an annual confidential financial disclosure report.
