Manages, directs, and evaluates multiple projects, programs, and activities that support the organization's goals and objectives. Manages and directs the Division providing support to AFN's shared services employees. Overseas branch activities for Employees Services, Performance Management Services, Mission Support Services and Leadership Support Services and Special Programs, including human capital management, coordination of Business Plan activities, performance management, training and development, data analysis and reporting, logistics management, and the administration of several key AFN Programs, including asset management, mobility services, records management, safety programs, Continuity of Operations Plan (COOP) and directives management.
Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Leads workforce analysis and planning efforts, using advanced analytical techniques and industry standards to assess current and projected gaps. Analyzes workforce challenges; identifies and assesses alternative approaches (including industry and government best practices); designs, develops, coordinates and implements effective solutions. Oversees process improvement initiatives.
Works closely with subordinate supervisors to carry out program management responsibilities of the Division. Provides advice and guidance to ensure programs are carried out in accordance with appropriate rules and regulations. Responsible for developing, coordinating, and implementing administrative processes and ensuring integration of these processes across AFN (Headquarters and Field) to provide a more centralized and strategic focus. Monitors, measures, and evaluates performance to ensure that the Division operates efficiently and effectively.
Establishes and maintains effective communications and demonstrates a high level of customer service with all of the AFN functional areas. Positively influences others to achieve results that are highly ethical and in the best interest of the organization. Utilizes a collaborative leadership style that facilitates staff and stakeholder confidence.
Leads assigned initiatives on cross-functional Administration activities to ensure achievement of goals and good stewardship of resources; improves the management and oversight of the program; and fosters the continued integration of geographically dispersed components of AFN and the formation of close partnerships with key stakeholders.
Work is typically governed by established policies, procedures, and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without intervention of higher level management except where LOB/SO or FAA-wide interests are at stake. Individual and organizational performance is reviewed periodically through organizational performance measures to determine success in achieving planned results.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
