At the full performance level, the duties include but are not limited to:
- Works with the Division Director to resolve conflicts in highly technical and complex HR issues. This includes the development of policy, supplemental, procedural and similar guidelines in all phases of HR for use throughout DOL. Prepares decision papers that identify viable options to ensure systematic problems are sufficiently addressed.
- Serves as a staff specialist in the administration of the Department-wide personnel program for SES positions and senior positions outside the SES and Schedule C and presidential appointees. This includes providing resource management, position management, and classification, staffing management services to OASAM and DOL components. As such, the incumbent ensures that key executive and political decision-makers' immediate and long-term staffing needs and requirements are successfully managed and tracked.
- Provides leadership, advice, and guidance to executive-level management officials, with a focus on program policy interpretations, program issues and problems, and especially complex and important operating problems. In addition, the incumbent renders program support to the Executive Resources Board, and key management officials/organizations identifying with the SES program.
- Coordinates personnel action processing and control for assigned positions. Represents the Department at meetings with OPM on matters concerning SES programs, policies and/or problems affecting assigned areas.
- Plans, develops, and implements program objectives, policies, guidance, instruction and procedures governing position and personnel actions with respect to SES and SL positions'. Includes planning, fact-finding; analysis, drafting, and clearing with interested parties and other related matters.
- Supports the SES human resources management program as necessary by advising on or providing resource management, position management, and classification, and personnel management, including assisting applicants with revising Executive Core Qualifications (ECQ) statements.
The same duties will be performed at GS-12, however, they will be performed under closer supervision.
