The incumbent will monitor testing, review logs, audit DPC and DDO's logs for consistency, audit test lists, process collection errors, and request for information, analyze data from review/audits and provide statistical information.
The incumbent will work closely with the program manager and team leader to assure the following: a) Drug Program Coordinators comply with policies and procedures; b) On a national level, ensure all phases of the DOT drug and alcohol testing program are coordinated to include pre-employment/pre-appointment, random, follow-up, reasonable suspicion. and post-accident testing; c) Existing or potential problems or trends are identified and formulate alternative solutions and provide recommendations for consideration.
The incumbent will serve as an Internal Substance Abuse Program (ISAP) Analyst responsible for providing technical guidance and assistance to Regional and/or Washington headquarters ISAP specialists regarding the Department of Transportation (DOT) Drug and Alcohol-Free Workplace program within the Federal Aviation Administration. Incumbent may provide technical direction to other staff personnel in the division, as well as, communicate technical program information to a diverse audience (internal and external stakeholders). The incumbent will be responsible for ensuring all activities are performed in accordance with established regulations. The incumbent will provide guidance and ensure the Agency adheres to DOT policy and procedures. The incumbent will perform as oversight liaison, primarily with regional ISAP issues. The Incumbent will provide statistical data analysis of various ISAP programs and reports. The incumbent will work with the Virtual Hiring Team (VHT) and track, on a national level, the hiring of Air Traffic Controllers (ATCs).

Will work with the program manager and/or team lead in the analyses and evaluation of program activities. Will prepare recommendations based on such reviews and discuss recommended courses of action with the program manager to resolve major problem areas. Will review and analyze policies and manual chapters, and provide feedback to appropriate individuals. Responsibilities may involve providing comments to DOTs draft orders and procedures.
Incumbent will demonstrate some independence in planning time and helping the program manager, and/or team leader to plan and use assigned resources to accomplish tasks.

Will established polices/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach or recommend new approaches.

TO QUALIFY AT THE FV-G (FG/GS 10-11) level, you must demonstrate in your application you possess at least one year of Specialized Experience equivalent to FV-F (FG/GS 5-9) level in the Federal Service. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
