The incumbent serves as a Division Manager with overall authority and responsibility for the implementation of the Technical Investigations Program for the Office of Investigations. The incumbent manages the work of the Technical Investigations Division with authority and responsibility for its operational and administrative direction. Typical duties include, but are not limited to the following:
Applies technical knowledge of the investigative procedures, concepts, principles, and practices to review, analyze, prioritize, and effectively manage an investigations program that supports multiple agency stakeholders and organizations that span across multiple geographical areas. Provides oversight, support, and operational management of the Insider Threat, Defensive Counter Intelligence, and Foreign Travel programs. Leads the investigation and mitigation measures for instances of insider threat attacks against FAA and ensures threats are accurately mitigated. Implements and manages a Defensive Counter Intelligence program (DCIP). Evaluates reports and other deliverables provided by the DCIP, and works with the FAA stakeholders to remediate any identified vulnerabilities and deficiencies. Generates reports, as needed, regarding DCIP operations. Liaison with Intelligence Community (both title and non-title 50). Manages the development of threat analysis and mitigation strategies. Maintains technical expertise of technologies used by Insider Threat Hubs to monitor the security of networks, analyze device logs, and packet captures. Evaluates the manner in which Hubs utilize technologies and work with internal FAA stakeholders to remediate deficiencies. Reviews proposed changes to rule sets, signature sets, software versions, configurations, and other characteristics which might impact the manner with the technology is used. Serves as an authoritative source of information and expertise to the Deputy Director on a myriad of Defensive Counter Intelligence, critical Insider Threat, and Foreign Travel subject matter issues affecting managers and employees for more than one organizational unit, project, and program. Confers regularly with the Director, Deputy Director, and other Division Managers to provide status reports thus ensuring higher level authorities have adequate information from a historical prospective as well as current data for decision-making. Works under the broad program direction of the Deputy Director, with delegated authority to independently manage and direct the functions of the Division. The incumbent has broad discretion to ensure projects and programs align with the strategic objectives of the Office of Investigations. Keeps the Deputy Director informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Establishes and maintains collaborative relationships with other FAA and DOT organizations, other Federal agencies, and industry as necessary to oversee inspection and enforcement activities. Resolves most problems independently, but consults with the Deputy Director when existing guidelines are not available or applicable to unusual or complex situations. Work performance is reviewed periodically by the Deputy Director through status reports and organizational performance measures to ensure timeliness, policy compliance, and alignment with project and program objectives. Applies advance knowledge of budget, human resources, and other administrative policies to accomplish program objectives. Exercises the full range of managerial duties, including strategic planning, resource allocation, establishing priorities, communicating the organization's and agency's vision and strategic goals and objectives, assigning work and providing guidance and instructions, monitoring and evaluating performance and communicating expectations. Performs other duties as assigned.
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-14/FV-J) in the Federal Government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.
SPECIALIZED EXPERIENCE is defined as experience using managerial resources to mitigate insider threat risks and collaborate with stakeholders; developing mitigation strategies; and evaluating information related to activities and possible threats from foreign intelligence entities, organizations and/or persons.
