    This position is located in the Office of Press and Policy Outreach, Bureau of European and Eurasian Affairs, (EUR/Press).  The incumbent serves as a senior public affairs specialist, part of a team that formulates daily press guidance for Department principals on a wide ranges of issues across Europe and Eurasia.

    Serves as a subject matter expert on an assigned portfolio of high profile and significant issues related to European affairs. Lead process and guide substantive development of concise and accurate responses to medial inquiries on behalf of the Department in the areas of intelligence, military, economic, or social issues pertinent to Department of State programs across Europe and Eurasia.  Interacts regularly with national and international media representatives to field and respond to inquiries. Coordinates with public relations counterparts as Washington-based foreign missions to support foreign media coverage of bilateral meetings with the Secretary and senior officials.

    Coordinates media interviews and Department information programs; develops communication plans; conducts briefing on the latest development and emerging issues of concern to domestic regional, and global audiences.  Plans, gathers, prepares, writes, edits, clears, verifies, and disseminates information related to EUR programs and policies. Ensures that talking points, fact sheets, speeches, and other materials prepared for Department principles and other USG Cabinet level officials on regional issues accurately reflect U.S. policy and are calibrated to inform and persuade European audiences.

    Establishes and maintains effective working relationships with staff throughout the Department with representative from other USG agencies, Congressional staff, foreign diplomatic counterparts, member of civil organizations, representatives of the media, special interest groups, and the general public in order to communicate and disseminate Department of State policies.  Liaises with U.S. Europe Media Hub, Brussels and International Media Engagement Office (PA/IME) to gather and analyze information about media opportunities for Cabinet level officials to explain U.S. policy for public affairs.

    Monitors policy development and influences in the U.S. and Europe and tracks treads in public opinions and attitudes to recommend structuring media engagement bases on evolving world events.  Provides expert program advice to EUR staff to support the Bureau’s social media outreach via State Department platforms, including a variety of Twitter channels and serves as principal liaison to the Office of Digital Engagement (PA/ODE) for messaging to domestic audiences.
