WHAT IS THE TAXPAYER ADVOCATE SERVICE (TAS) DIVISION? The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy).
WHAT DOES AN EDUCATION SPECIALIST DO? As an Education Services Consultant you will provide training needs assessment, analysis, design, development and be responsible for the evaluation of instructional materials. In addition, you will identify, analyze, and coordinate data to be included in a user-friendly web site that meets customer needs.
The following are the duties of a Education Services Consultant GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
Develops guidelines, instructional methods, course materials, training aids, and new or improved applications in the fields of educational technology and e-learning. Promotes innovative methods/technologies/approaches in areas where traditional methods have been ineffective or not applicable. Stays current with state-of-the-art developments and trends in the area of e-learning course development and presentation.

In order to successfully complete the Recent Graduates Program, you must complete 1 year in the position, a minimum of at least 40 hours of interactive training, and demonstration of successful job performance. If for any reason you do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program.

In the Recent Graduates Program you may qualify based solely on education, or a combination of experience and education. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENTS:
GS- 7 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: knowledge of instructional methods and communication techniques to present and deliver training; Knowledge of various data formatting and presentation techniques; Knowledge of techniques in converting regulatory and procedural language into readily understandable terms; Knowledge of basic training systems and computer-assisted training applications and basic knowledge of web site development sufficient to discuss and resolve issues with experts. OR
At least one (1) full academic year of graduate education in any field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR
Superior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR

GS- 9 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Knowledge of education and training techniques and methodology for development of courseware, and communication techniques to present and deliver instruction and training; Knowledge of various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Knowledge of techniques and skill for converting regulatory and procedural language into readily understandable terms; Practical knowledge of training systems and computer-assisted training applications OR
Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR
Two (2) full academic years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR
LL.B. or J.D., if related. OR

For Grades 7 and 9: You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.
*Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

The Recent Graduates Program requires successful completion of one-year in the position; a minimum of at least 40 hours or interactive training; mentorship; and demonstration of successful job performance. EDUCATION DOCUMENTATION
You must submit dated documentation showing completion or intended completion (if graduation is no more than 9 months from the date of application) of all educational requirements (e.g. letter from the registrar, unofficial transcripts). IRS REASSIGNMENT PREFERENCE PROGRAM (RPP)
You must meet the requirements in your RPP notice. Submit a copy of your RPP Notice along with a copy of your most recent annual performance appraisal. Your performance appraisal must have a fully successful or higher overall rating.
PERFORMANCE APPRAISAL/AWARDS
